　　沈阳近海经济区秉承工业立区、物流兴区、商贸活区、生态建区发展战略，围绕沈西工业走廊、城市人居发展轴和蒲河生态景观轴、规划面积70平方公里的近海工业新城、规划面积20平方公里的近港商贸新城、规划面积20平方公里的滨水宜居新城，依托沈阳母城和营口港，服务辽宁中部城市群，辐射渤海经济圈，面向东北亚，成为沈阳对外开放的门户，形成最具活力的近海现代工业基地、北方商贸物流中心及滨水宜居新城。 

　　The Seashore Economic Area of Shenyang persists in the development strategy of an industry based district, a logistics based district, a business district and an ecological district, surrounding Western Shenyang Industrial Corridor, Urban Human Settlement Development Axis and Puhe River Ecological Landscape Axis, plans for a Seashore Industrial New City with an area of 70 km2, a Seashore Business New City with an area of 20km2 and a Waterfront Livable New City with an area of 20 km2. Based on the mother city and Yingkou Port of Shenyang, it serves the central urban agglomeration of Liaoning, radiates the Bohai Economic Circle, faces Northeast Asia, and becomes a gateway of Shenyang for being opened to outside, forming the most dynamic Seashore Modern Industrial Base, Northern Business Logistics Center and Waterfront Livable New City. 

　　目前，沈阳近海经济区已经摘得了"四个唯一"。即中国目前唯一一个以近海命名的经济开发区列入《辽宁中部城市群经济区发展规划》;辽宁省现代服务业十大重点扶持项目之一列入《辽宁省服务业五年倍增及十年发展规划》;国家海关总署等四部委批准为东北内陆唯一的保税物流中心;国家环保部批准为东北唯一的进口可利用废物再生示范园区。 

　　At present, the Seashore Economical Area of Shenyang has won the "Four-Only". That is to say, the only Seashore Economic Development Area in China that has been listed in the Development Plan of Central Liaoning Urban Agglomeration Economic Zone; One of the Top Ten Key Support Projects of Modern Service Industry in Liaoning Province is listed in the Five Year Doubling and Ten Year Development Plan of Service Industry in Liaoning Province; the only Bonded Logistics Center in the inland of Northeast China approved by the State General Administration of Customs and other four ministries and commissions; the only Import Waste Recycling Demonstration Park in Northeast China approved by the Ministry of Environmental Protection of the People’s Republic of China.

　　（1）装备制造配套产业:以智能装备制造、新型功能材料、增材 研发与制造为重点，打造沈阳先进装备制造配套产业基地。 

　　(1) Equipment manufacturing industry: focusing on intelligent equipment manufacturing, R & D and manufacturing of new functional materials and additional materials, it will be built to an Advanced Equipment Manufacturing Supporting Industrial Base of Shenyang. 

　　（2）农产品精深加工产业:以发展“高端、高质、高效” 

　　农业为导向，发展高效绿色农业，推动传统农业向现代农业转型升级，创建全省农产品精深加工产业基地。 

　　(2) Intensive processing industry of agricultural products: guided by the development of "high-end, high-quality and high-efficiency" agriculture, it develops high-efficient green agriculture, promotes the transformation and upgrading of traditional agriculture to modern agriculture, and creates an industrial base for intensive processing of agricultural products of whole Liaoning Province. 

　　（3）商用车及零部件产业：以发展汽车及零部件产业引进卡车整车、专用汽车、新能源汽车及零部件生产企业，构建更加完备的汽车产业链条，全力打造沈阳西部汽车产业基地，努力建成辽宁重要的商用车生产基地。 

　　(3) Commercial vehicle and part industry: it develops the auto and part industry, introduces the finished trucks, special purpose vehicles, new energy vehicles and part production enterprises, builds a more complete automobile industry chain, spares no efforts to build Western Shenyang Auto Industry Base, and strives to build an important commercial vehicle production base of Liaoning. 

　　（4）现代物流产业：以发展商贸物流和生产性物流产业集群，引进和培育龙头企业，支持具有结算功能的大型仓储、国际大宗贸易、大型市场平台和农产品冷链物流建设，利用大数据和产业互联网平台实现生产、交易、仓储配送一体化发展，打造辽宁生产性物流枢纽和东北亚区域采购中心。 

　　(4) Modern logistics industry: it develops business logistics and productive logistics industrial clusters, introduces and cultivates leading enterprises, supports the construction of large-scale warehousing, international bulk trade, large-scale market platform and agricultural products cold chain logistics with settlement functions, realizes the integrated development of production, trading, warehousing and distribution utilizing big data and industrial Internet platform, builds a productive logistics hub of Liaoning and Northeast Asia Regional Purchasing Center. 

　　（5）节能环保和新材料产业：重点打造循环经济和表面精饰产业，拟建成具有示范意义的专业性国家环保产业示范基地。搭建新材料产业生态链，重点发展新型环保材料、新能源材料、增材制造材料、金属新材料，打造传统通用装备产业转型升级的原材料基地。 

　　(5) Energy saving, environmental protection and new material industry: it mainly builds circular economic and metal finishing industry, proposes to construct a professional national environmental protection industry demonstration base with demonstration significance. It builds an ecological chain of new material industry, focuses on the development of new environmental protection materials, new energy materials, additional material manufacturing materials and new metal materials, and builds a raw material base for the transformation and upgrading of traditional general equipment industry.
