On February 13th, 2019, the Administrative Committee of Shenfu New District of Liaoning Province, Digital Trade Science & Technology Co., Ltd. (DHgate.com), and Haoma Dingji (Liaoning) Co., Ltd. signed an agreement on the project of co-building Northeast Asia cross-border digital trade headquarters base and the project of Northeastern China International Digital Trade Industrial Scientific Park. Chen Luping, Vice Governor of Liaoning Province, and Secretary of the Party & Labor Union of Shenfu New District, Song Yanlin, Director General of Department of Commerce of Liaoning Province, Zeng Xiaofei, Deputy Director of Department of Commerce of Liaoning Province, Lian Maojun, Director of the Administrative Committee of Shenfu New District, and other responsible leadership attended the signing ceremony.  

　　The project of Northeastern Asia Cross-border Digital Trade Headquarter Base would create a digital trade headquarters base with the combination of digital trade cross-border e-commerce operation and management base, digital trade cross-border e-commerce talent dual-innovation base, digital trade cross-border e-commerce brand incubation base, and digital trade cross-border e-commerce exhibition and demonstration base, aiming to develop into a landmark O2O cross-border e-commerce cluster and e-commerce incubation and operation base with comparatively large influence. After its completion, it would gather large numbers of e-commerce enterprises to settle in Shenfu New District to become the first international digital trade platform of Northeastern China mainly targeting at the market of Northeast Asia.  

　　With a total area of 50 hectares, Northeastern China International Digit Trade Industrial Scientific Park plans to build an e-commerce headquarters mansion to become the important medium for the industries of hi-tech, AI, big data, and international digital trade, etc. in Shenfu New District. After its completion, the park would introduce many well-known domestic e-commerce enterprises such as Alibaba, Jingdong, and Dhgate, etc. and gather e-commerce enterprises with great prospect in Northeastern China to become a leading demonstration zone of promoting the transformation and upgrade of the province's industrial structure. 

　　The signing and the settlement of these two projects would help Shenfu New District make full use of the professional experience and advantages of data application of DHgate.com in the industry of cross-border e-commerce, actively cultivate the complete industrial chain and ecological circle of cross-border e-commerce, and accelerate the development of foreign trade and cross-border e-commerce in Liaoning Province with the aim of building a new engine for the fast development of foreign and facilitate the improvement of quality and efficiency of opening-up economic development.
