On the afternoon of March 26th, Song Yanlin, Director General of Department of Commerce of Liaoning Province, came to Zhongjie Street and Wu'ai Market in Shenyang to survey the situation of work resumption of local businesses of commodity circulation sector. He emphasized that the businesses shall carefully implement the spirit of the No. 9 Decree of Liaoning COVID-19 Prevention and Control Headquarters to accelerate the process of work resumption of local businesses of commodity circulation sector and restore the normal order of production and life.  

　　In Shenyang Laobian Dumpling (Zhongjie) Restaurant, Song has learned that although the revenue of the restaurant has been largely decreasing, yet the number of dining-in customers has been gradually increasing, the restaurant is restoring its business confidence and has recovering its operation to approximately one third of that before the outbreak of the epidemic. 

　　Then, Song has inspected the work resumption situation of the shops and stores along the Zhongjie Street of Shenyang, as well as the key project of street improvement of the area. He emphasized that the project shall integrate all elements of commerce, tourism and culture, raise the commercial status, strengthen the construction of roadwork and landscape renovation, and enhance the intelligence level of the area. The project shall pass the national-level acceptance check to further expand the consumption scale and to become the outstanding landmark of the city.    

　　In Palace 66, Song has learned the information of current customer flow and sales volume, etc. He said to the managing director that different from food and beverage, department store operators shall create atmosphere to promote the sales of seasonal commodities to recover the loss caused by the epidemic, as customers would buy what they need sooner or later.   

　　In Wu'ai Market, Song has learned that the customer flow has been gradually recovering since the resumption of market. Now, the work resumption rate of the market has reached 77%, and the average number of customers has reached 30 thousands a day, 50% of the number before the epidemic outbreak. Song has surveyed clothes city and Wulian Plaza successively to discuss the ways of transformation and upgrade of the market with the relevant responsible persons of the enterprises. He also learned that many businessmen in the market have been selling their commodities by means of livestream sales, creating satisfactory profits. He asked the relevant responsible persons of municipal and district-level departments of Shenyang and Shenhe District to make researches to guide them to expand the scale of online business and to solve the problem of low-level Internet capacity of the market, etc.  

　　Finally, Song came to Hilton Doubletree Hotel. He has learned that currently, the hotel has few visitors, yet with large amount of expenditure. He encouraged the enterprise to rebuild confidence, and ensured that the operation situation would be better as the commercial activities have been gradually recovering and the amount of family consumption has been increasing. He has also asked carefully about whether the enterprise has enjoyed the national and provincial-level preferential policies for supporting the relevant enterprises fighting against the epidemic.
