Opinions on Guiding All-round Rejuvenation by Accelerating the Process of All-round Opening-up by the CPC Liaoning Provincial Committee and the People's Government of Liaoning Province

  This document is issued as follows to deeply implement the spirits of the 19th CPC National Congress, to expand the outbound opening-up scope, to form a new pattern of opening-up, and to guide all-round rejuvenation of Liaoning by all-round opening up.  

  I. We shall fully acknowledge that the acceleration of all-round opening-up is the strategic choice to promote the all-round rejuvenation of Liaoning. 

  1. Liaoning is facing a great opportunity for all-round opening-up in the new era. The 19th CPC National Congress has put forward a series of important philosophies, strategies and measures for deepening the reforming process and expanding the scope of opening-up, and has clarified the new requirements for the promotion of forming new pattern for all-round opening-up. The CPC Central Committee and the State Council has put forward a series of policies and measures for the rejuvenation and development of Liaoning, including the requirements of "four focuses and three promotions" by President Xi Jinping, and all the above have closely connected with the new developing philosophy, forming the solid basis for the rejuvenation and development of Liaoning, and the exercise of CPC self-governance with rigor. They are the highly effective means for Liaoning to construct a moderately prosperous society with greater glories, and the key for Liaoning to resolve contradictions and promote all kinds of works. We shall seize the great opportunities of all-round opening-up in the new era with the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, further build strong sense of opportunities by grasping the chance of the 40th anniversary of the beginning of China's reform and opening-up, and promote Liaoning's process of building new pattern for all-round opening-up with broader horizon, higher goals and requirements, and more powerful measures to lead the work of all-round opening-up.  

  2. The distinctive advantages Liaoning enjoys and the challenges Liaoning has to face in the process of all-round opening-up. Bordering the sea and foreign countries at the same time, Liaoning is the only coastal province with many seaports in Northeastern China, the frontier area connecting China with Northeast Asia through the Eurasia Land Bridge, and one of the main portal for opening-up in North China, with distinctive geographical advantages of all-round opening-up; Liaoning is the important cradle for the industries of New China and one of the key places for the supply of industrial equipment, with well-developed industrial categories and infrastructure of transportation, electricity, hydropower, and telecommunication, strong scientific and educational power. Liaoning has thick industrial foundation for all-round opening-up. Liaoning has all favorable conditions for fast and steady development, and all administrative departments of the province shall work together and strive to take all effective measures of opening-up and act according to the current developing trends, to increase the confidence of all people of Liaoning in all-round opening-up. Meanwhile, we shall also clearly understand that Liaoning has also faced various kinds of challenges relating to opening-up, and see the facts that Liaoning has not liberated the thoughts of opening-up to a larger scale, with inflexible mechanisms, insufficient policies and measures, and low-level capabilities, etc., as well as looking squarely at the conditions of severe competition from other provinces in China, with strong adherence to the sense of seeking problems, frequent summarization of the lessons from the past, as well as careful consideration, meticulous planning and powerful promotion of the relevant strategies and great importance of Liaoning's cause of rejuvenation and development.    

  3. The all-round opening-up of Liaoning is the strategic choice for its rejuvenation and development. The next five years are Liaoning's power regeneration period for steady and healthy economic and social development, the foundation reconstruction period for keeping up with other provinces in China and sustainable development, and the advantage re-creating period for accelerating the processes of quality, efficiency and driving-force reform. The promotion of forming new pattern for all-round opening-up is the important practice of implementing the new developing philosophy, the objective requirement of the increasing needs of Chinese people to have better life, and the positive action of building a new economic mechanism of opening-up. All-round opening-up is the key to the rejuvenation of Liaoning, and is the necessary and strategic choice for its sustainable development. We shall stick to the principle of opening-up, expand the scope and fields of opening-up, deepen the opening-up level, and solve the difficulties relating to the opening-up process, with the aim of accelerating a new round of all-round rejuvenation of the old industrial bases of Liaoning.     

  II. We shall clarify the guiding principle, key working points and objectives of Liaoning's all-round opening-up. 

  4. Guiding Principle: We shall fully implement the spirits of the 19th CPC National Congress and the 2nd and 3rd plenary sessions of the 19th CPC Central Committee, with the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, the adherence to the general working keynote of making progress while ensuring stability and the developmental philosophy of people centeredness. We shall promote the general layout of "five in one" and the strategic layout of "four comprehensives", the implementation of new developing philosophy, "four focuses" and "three promotions", with the center of the participation of "the Belt and the Road" initiative supported by the development and opening-up of Liaoning Coastal Economic Belt led by the construction of international shipping center in Northeast Asia in Dalian and innovation center of Northeast Asia in Shenyang, driven by the construction of high-level FTAs and free trade seaports. With the construction of Shenyang-Fushun innovation and development demonstration zone as the breakthrough, we shall further accelerate the construction of "one belt and five bases" in a coordinated way to implement the developmental strategies of five major areas, and give full play to the role of the coastal economic belt in leading the economic development of the inland areas, and vice versa, to construct a new all-round opening-up pattern for the interaction and mutual assistance of the coastal and inland areas to turn Liaoning into a major base for the opening-up towards other areas of Northeast Asia.   

  5. Key working points. We shall take the in-depth participation of the construction of "the Belt and the Road" initiative as the key working point in the near future by promoting the building process of high-level opening-up platform for "the Belt and the Road" initiative, strengthening the interaction and industrial connection with the countries along "the Belt and the Road", expanding the fields of two-way investment, and giving full support to help promote the key projects. We shall establish a comprehensive pilot zone for "the Belt and the Road" initiative and "China-Middle-Eastern-Europe 16+1" International Economic Trade Cooperation Demonstration Zone, and accelerate the forming process of an opening-up medium for multipoint layout and in-depth cooperation. We shall also strengthen the cooperation with the customs, and the departments of inspection and quarantine, commercial logistics and e-commerce of the countries along "the Belt and the Road" to enhance the level of freedom and convenience of trade and investment and to cultivate new points for the further increase in foreign trade. We shall establish a new mechanism for the multi-level economic, social and cultural communication and cooperation with the countries along "the Belt and the Road" to achieve the smooth interaction and connection of the relevant policies and infrastructure, good flow and integration of trade and capital, and frequent exchanges of people. We shall learn from the good experiences of other provinces and expand the opening-up scope to positively participate in the coordinated development of Beijing, Tianjin and Hebei, as well as the development of the Yangtze River Economic Belt. We shall also conduct connective cooperation with Jiangsu, Beijing and Shanghai, and strengthen the cooperative mechanism of the three provinces and one autonomous region in Northeastern China in order to make substantial achievements.   

  6. Objectives. The opening-up economic level of the province shall be gradually improved till the year of 2020. The percentage of dependence on foreign trade shall be risen by 3%; Liaoning's percentage of total foreign trade volume in that of China shall also be gradually risen, ranking top 8 among all provincial-level administrative divisions; Liaoning's year-on-year growth rate of service trade shall be above the average level of that of China, with a gradually increasing year-on-year percentage of foreign trade. The year-on-year annual growth rate of the actual use of foreign capital and the introduction of capital from other provinces of China shall be above 15%, with the amount of the actually used foreign capital of 10 billion USD, and that of the actually used capital from other provinces of China of 600 billion RMB yuan. The overall outbound investment level shall be further elevated to guide more equipment, technologies and services to enter the international market. The new economic mechanism of opening-up of Liaoning shall be established till the year of 2022. The trade structure shall be further optimized, and the degree of foreign trade dependence shall be above the average level of that of China; The industries of high-end manufacturing and modern service shall take a leading role in the usage of foreign and domestic capital, with the amount of the actually used foreign capital of 15 billion USD, and that of the actually used capital from other provinces of China of 800 billion RMB yuan. The scale, quality and benefit of Liaoning's outbound investment shall be greatly enhanced by then, and Liaoning shall become one of the leading provinces in China in the overall outbound opening-up level. 

  III. We shall strive to remove the systematic obstacles for all-round opening-up.  

  7. Fully implementing the opening-up developmental philosophy. We shall adhere to the problem-oriented thoughts to further liberate our mind, deepen the reforming process, and expand the opening-up scope to accelerate the process of the reform of the relevant mechanisms, with the aim of offering good supporting mechanism for high-quality development, building up new power for development, and accelerating the process of building a new pattern for economic opening-up. We shall also accelerate the process of innovation by expanding the opening-up scope, with the aim of promoting the reform of quality, efficiency and driving force. We shall use opening-up expansion to accelerate the process of the construction of a modernized economic system to achieve the regeneration of dynamic force, reconstruction of foundation, and re-creation of advantages to promote the great-leap-forward development.    

  8. Giving full play to the decisive role of market in resource distribution. We shall adhere to the orientation of socialist market-oriented economic reform, and give full play to the decisive role of market in resource distribution to promote the orderly flow of the relevant key factors, and the highly-efficient resource distribution, and establish a mechanism of modern market-oriented economy with close connection with the domestic and international markets, and great internal vitality, high-level openness and fairness, as well as in-order competitiveness. We shall deepen the reforming process of state-owned enterprises, develop mixed-ownership economy, stimulate the vitality of various kinds of market subjects, cultivate modern outbound opening-up enterprises with high-level abilities of global competition, and implement the national-level requirements on acceleration of the construction of a new mechanism for opening-up economy to simultaneously promote outbound and inbound opening-up, as well as the integration of "going-out" and "letting-in", with the aim of building a strong province with an opening-up-oriented economy. 

  9. Accelerating the steps of government streamlining and administrative power delegation. With the main aim of cultivating market-oriented system and vitalizing market subjects, and the smoothing of the relationship between the upper and lower administrative departments and the optimization of management mechanism as the focus, we shall accelerate the steps of government streamlining and administrative power delegation, deepen the reform relating to government streamlining, power delegation, and service improvement, establish a management mechanism with reasonable labor division, highly effective operation, full vitality and integration of power and responsibilities to further improve the administrative efficiency of governmental departments. With the premise of abiding by the relevant laws and regulations, we shall make innovation in the forms of power delegation and delegate all administrative power as much as possible to guarantee the coordinated connection, smooth carrying out of the upper-level government's decrees, and the smooth operation of all departments.  

  IV. We shall promote the all-round opening-up in "five major areas".   

  10. Giving full play to the leading and influencing role of Liaoning Coastal Economic Belt and Shenyang Economic Zone. With the focus of the promotion of all-round opening-up in Liaoning Coastal Economic Belt, we shall deepen the economic cooperation with other areas of Northeast Asia to improve the opening-up level of Liaoning and Northeastern China, and turn the international shipping center of Northeast Asia in Dalian into an important hub for opening-up in Liaoning and North China to Northeast Asia and the rest of the world. We shall accelerate the construction of "port economic circle" to service Liaoning, Northeastern China and Northeast Asia. Till the end of 2018, we shall start the integration of the port resources in the six coastal cities to establish Liaoning Port Group. Taking the integration of the ports as the opportunity, we shall put great emphasis on the development of port economy, ocean economy, port industrial clusters, and ecological industrial areas, to promote the integrated development of ports, industries and cities. We shall also expand the opening-up scope in the coastal areas along the Bohai Sea and the Yellow Sea to develop cities of Dandong, Jinzhou, Yingkou, Panjin and Huludao. Till 2020, Liaoning Coastal Economic Belt shall become the leading area for the economic and social development of the optimization of industrial structure of the old industrial bases in Northeastern China. 

  Enhancing the opening-up level of Shenyang Economic Zone. We shall accelerate the construction of the innovation center of Northeast Asia in Shenyang, and promote Shenyang's process of the establishment of "Made in China 2025" National-level Demonstration Zone and the construction of Sino-German (Shenyang) High-end Equipment Manufacturing Industrial Park. We shall use high-level opening-up ideas to lead the work of key breakthroughs in all aspects of Shenyang Economic Zone, to highlight the driving force of innovation and accelerate the relevant transformation and upgrade with the aim of forming a series of industrial clusters with a production value of over 100 billion RMB yuan. We shall also promote the process of the reform of state-owned enterprises, and industrial transformation and upgrade to accelerate the development of integration of the surrounding suburban towns and its industrial parks, and turn Shenyang Economic Zone into a new-type industrialized demonstration zone and a metropolitan area with comparatively strong international competitiveness.  

  11. Establishing an opening-up and innovation demonstration zone in Shenfu New District. We shall improve the relevant mechanisms, innovate the developing modes, change the traditional means of business innovation, and develop the distinctive industries of big data, intelligent health management and AI, etc. with the development of the five main industrial clusters as the main task to build a national-level innovative development demonstration zone. We shall make full use of high-level opening-up to stimulate the innovative vitality of Shenfu New District, construct a high-quality China-Japan-South Korea industrial park and a outbound opening-up economic cooperation demonstration zone in Northeast Asia to create a new growth pole for the rejuvenation and development of Liaoning, with the aim of forming the great influence and leading power upon the whole province and Northeastern China.  

  12. Improving the weakness of county-level economy and the opening-up of Northwestern Liaoning. We shall give full play to the advantages of resources and the backwardness advantages in county-level areas and Northwestern Liaoning to interact with the coordinated development of Beijing, Tianjin and Hebei to increase the power of business innovation and investment introduction and to introduce large numbers of leading trade-oriented projects and industrial bases. We shall promote the transformation and upgrade of traditional industries, enhance the construction of ecological environment, and to create a series of bases for the export of distinctive products and agricultural products. We shall also put great emphasis on the development of cross-border e-commerce in rural areas to cultivate cross-border e-commerce platforms and the relevant service enterprises to unite agricultural product markets, peasants' cooperatives and family farms to work together to open online sales channels. We shall also actively encourage the impoverished and surplus labors in county-level areas and Northwestern Liaoning to participate in overseas labor service for the implementation of the poverty-relief programs.     

  V. We shall optimize and improve the supporting mechanisms for all-round opening-up.  

  13. Constructing large hubs for outbound opening-up. We shall accelerate the construction of international shipping center in Northeast Asia in Dalian, build a well-established infrastructure and facilities, comprehensive transportation, as well as shipping service systems, and construct an international-level shipping hub with the capability of serving Liaoning and influencing Northeastern China and Northeast Asia. We shall improve the comprehensive service system in all ports, conduct the cooperation among the cross-department, and cross-area customs clearance of all ports, establish an electronic network data exchange platform combining all kinds of port information resources and "one-stop" service window for international trade to gradually form the modern service system of international shipping center and opening-up port with the combination of the functions of trade, logistics, finance, insurance, information counseling, port clearance, shipping agency, maritime settlement and insurance, logistic supply, and maritime support, etc.    

  14. Constructing a large platform for outbound opening-up. We shall establish Liaoning "the Belt and the Road" Comprehensive Pilot Zone and "China-Central-Eastern-Europe 16+1" Economic Trade Cooperative Demonstration Zone to create a new high-level outbound opening-up platform and to become the main brand for the all-round opening-up of Liaoning; We shall accelerate the opening-up process of Shenfu New District and Dalian's Jinpu New Area to build a leading area for the opening-up and cooperation with Northeast Asia and a demonstration zone for leading the industrial innovation and transformation of the old industrial bases in Northeastern China; We shall carefully organize Summer Davos World Economic Forum in Dalian, as well as other international-level expositions such as CIEME in Shenyang and CISIS in Dalian, to expand the international-level economic, social and cultural communication; We shall give full play to the role of the eight customs special supervision zones and bonded logistic centers such as Dalian Comprehensive Bonded Area, etc., in accumulating key elements, leading and influencing the industrial development of other areas, to improve its competitiveness of foreign trade; We shall promote the work of improving management systems, developing plans, as well as the quality and efficiency of products and services in economic development zones and hi-tech zones above the provincial level to enhance the accumulation degree of new strategic industries and advantageous industries. Authorities of Liaoning Province shall focus on the construction of 100 industrial parks above the provincial level to turn them into the important medium for the opening-up process of the province. Till the year of 2020, Liaoning shall have a well-established "2+2+3+8+100" outbound opening-up platform led by the comprehensive pilot zone of "the Belt and the Road" initiative, and "China-Central-Eastern-Europe 16+1" Economic Trade Cooperative Demonstration Zone, guided by the two new innovative demonstration, supported by the three international-level expositions and the eight customs special supervision zones, with the medium of 100 key industrial parks above the provincial level.  

  15. Opening large channels for outbound opening-up. We shall promote the construction of the main international transportation channels of "Liaoning-Manzhouli-Europe", "Liaoning-Mongolia-Europe" and "Liaoning-Europe" shipping line, increase the influence of freight trains between China and Europe, and construct the international logistic system of various kinds of through transportation means towards Northeast Asia. We shall also promote the construction of the channel of "Liaoning-Inner Mongolia-Xinjiang" to connect Liaoning with the new network of the Silk Road Economic Belt.   

  We shall further enhance the foreign trade relations between Liaoning and the countries along "the Belt and the Road", and actively participate in the construction process of the economic corridors of "the Belt and the Road", including those connecting China, Mongolia and Russia, Pakistan, as well as China-Central Asia-West Asia, etc. Taking the opportunity of the construction of "China-Mongolia-Russia" Economic Corridor, we shall accelerate the construction of the project of the eastern railway corridor of China-Mongolia-Russia to form the new and convenient international channel between ports of Liaoning, the Eastern Railway in Mongolia and the Trans-Siberian Railway. We shall also accelerate the construction of the two international airports in Shenyang and Dalian, with great increase in the number of international flights, and improve the network of domestic and international air routes to further open the great air channels towards the rest of the country and the world.  

  16. Creating a highland for outbound opening-up. We shall build a high-level platform for the FTA of Liaoning by copying the reforming experience of other FTAs in Shanghai and other provinces, guaranteeing that the process be completed by the end of 2018. We shall further implement the 123 pilot tasks of reform for Liaoning described in "Overall Plan of China (Liaoning) Free Trade Pilot Area", with a completion percentage of over 90% by the end of 2018, and the rest of the phased pilot work shall be finished by the end of 2020. With the focus on the distinctive pilot tasks the central government has given to Liaoning Free Trade Pilot Area, we shall boldly conduct the pilot work in the aspects of accelerating the restructuring of the old industrial bases, deepening the reform of state-owned enterprises and assets, promoting the industrial transformation and upgrade, and expanding the scopes of opening-up and cooperation towards Northeast Asia, etc. to make the unique Liaoning experience, with the aim of promoting the rejuvenation of the old industrial bases in Northeastern China. We shall give full play to the overflowing effect of the free trade area, and promote the coordinated development of the free trade area and the 18 key industrial parks in the province. We shall also accelerate the building process of the free trade port in Dalian to form the stipulation and regulation mechanisms meeting the needs of the modes of customs supervision in the free trade port, with the aim of building a high-standard and highly-intelligent free trade port with free investment and trade, transparent and flexible regulations, fair and highly-effective supervision, convenient business operation environment after three to five years of reform and research, with the aim of creating a new highland for the old industrial bases in Northeastern China to open up towards the rest of the country and the world.  

  VI. We shall construct an open and modern industrial system. 

  17. Facilitating the industrial reorganization with the opening-up process. With the supply-side structural reform as the main line, we shall strengthen the opening-up degree of traditional industries, and put great emphasis on the solution of the problems of heavy chemical industries in the aspects of heavy pollution and unitary industrial structure, with the focus on the development of the advanced manufacturing industry by means of accelerating the pace of opening-up, we shall strengthen the international cooperation and the connection with the initiative of Germany's Industry 4.0, and implement the document of "Outline of Liaoning's Actions towards the Initiative of 'Made in China 2025" to build new power for economic increase. We shall focus on the introduction of capital, technologies and advanced way of management from other areas of China and the world, improve the ownership mechanism and the market-oriented distribution of production factors, cultivate a series of enterprises with high-level international competitiveness and large industrial influence, stimulate the internal vitality, marketing competiveness and developmental leading abilities of state-owned enterprises, and help the small and medium-sized private enterprises in their development and opening-up processes, with the aim of realizing a leap-forward in the development of Liaoning's industries with high-degree opening-up.  

  18. Accelerating the opening-up process of modern service industry. We shall expand the opening-up scope of financial industry, open the markets of bank card clearing and other relevant fields in an orderly way, liberalize or cancel the limitations on the ratio of foreign investment in the aspects of banks, securities, fund management, futures, and enterprises of financial asset management, etc., and unify the standards for market access for both domestic and foreign banks. Taking China's further opening-up of domestic financial market as the opportunity, we shall actively apply for the qualification of pilot reform to attract good-quality foreign financial institutions to establish branch companies in Liaoning pilot free trade area. We shall actively promote good-quality foreign financial institutions to buy the shares of local financial institutions in Liaoning to increase their financial power, improve their operation and management, and enhance their core competitiveness. We shall make researches to establish the mechanism of financial cooperation between Liaoning and the countries along "the Belt and the Road", support all kinds of financial institutions to actively participate in the project initiated by the enterprises in Liaoning relating to the cooperation of international production capacity and other aspects concerning the initiative of "the Belt and the Road". We shall strengthen the international-level technical cooperation and promote the work of coordination and innovation of the introduction of key international scientific research institutes. Depending on the national-level self-innovation demonstration zones in Shenyang and Dalian, we shall plan to construct a series of scientific cooperation bases and technical transfer centers. We shall strengthen the international-level educational cooperation. With the construction of first-level universities and disciplines as the focus, we shall conduct the joint cultivation of high-level talents, increase the number of foreign students in Liaoning to create the brand of "study in Liaoning" for them. We shall promote the processes of opening-up and cooperation in the cultural fields to give full play to the role of the cooperative mechanism of "sister cities", strengthen the cooperation between Chinese embassies and consulates, and those of foreign countries in China, as well as the friendly organizations established by foreign countries in China, and further promote the publicity process of Liaoning's culture in overseas areas. We shall expand the scope of opening-up in the field of agriculture, promote the process of the transformation and upgrade of traditional agriculture. We shall take actions to increase the amount of export of distinctive and advantageous agricultural products, put great emphasis on the construction of the export bases of agricultural products, and increase the exporting amount of high added-value agricultural products. With the theme of "a happy tour of Liaoning", we shall expand the scale of tourist markets in key foreign countries to further establish the good international tourist image of Liaoning, with the aim of maintaining a sustainable growth in tourism-oriented economy.    

  19. Deepening the international-level industrial cooperation. We shall make innovation in the modes of outbound investment and promote the cooperation in the field of international production capacity to form the global network of trade, investment and financing, manufacturing, service network. We shall actively use the national-level policy-based financial tools such as National Silk Road Fund, China-Africa Development Fund, China-ASEAN Investment Cooperation Foundation and AIIB, etc. By means of investing in building factories, cooperative development, and contracting projects, etc., we shall divide international-level industrial cooperation into different categories and promote the relevant work such as cross-border merging and purchasing projects. We shall strengthen the support of cooperative industrial parks of economic trade overseas, and, with the focus of the major cities and ports of the countries along "the Belt and the Road", we shall guide the leading enterprises in Liaoning to plan and build a series of economic trade cooperative parks overseas and lead the SMEs in Liaoning to unite together for the plan of "going-out". We shall accelerate the upgrading process of Indonesia Ferro-nickel Comprehensive Industrial Park, India-TBEA Green Energy Industrial Park, Romania-Liaoning Industrial Park and Uganda Liaoning-Shenyang Industrial Park, helping them become national-level industrial parks. We shall make full use of the advantages of the countries along "the Belt and the Road" in cheap labor, rich raw materials, and few exporting limitations, etc. to promote the process of production capacity output with competitive edges, accelerate the process of planning and building of overseas manufacturing bases of iron and steel, automobile, clothing, building material, and aluminum sections, etc. to prompt the export of the relevant industrial equipment, and to consolidate the share of our advantageous industries in international markets. We shall actively participate in the construction of infrastructure of the countries along "the Belt and the Road", strengthen the contracting process of international projects, and implement the combination of project construction and operation. We shall also guide and regulate the whole process of outbound investment in an orderly way to establish and improve the mechanism of risk assessment and control for "going-out" enterprises, put great emphasis on the supervision and service of "going-out" enterprises, and strictly regulate the operation of the above enterprises to prevent state-owned assets from losing.  

  VII. We shall build and improve the preferential policies and measures of "bi-invitation and bi-introduction". 

  20. Further liberating the market access for foreign capital. We shall implement the relevant measures of the management mechanism of pre-establishment national treatment and negative list to remove the limitations of all general-purpose manufacturing industries, and expand the opening-up scope in the fields of telecommunications, medical care, education, senior care, and new-energy automobile, etc. We shall encourage foreign investors to participate in the reform of state-owned enterprises, accelerate the process of promoting the mixed-ownership economy, and encourage foreign investors to participate in the investment, operation and management of PPP projects. We shall implement the policy of deferred tax payment for qualified foreign investors participating in the projects of encouraging investment in which they directly invest the profit allocated by private enterprises in China, with the temporary exemption from withhold income tax. We shall also carefully carry out the spirit in the document of "Some Measures on Promoting Cross-Strait Economic and Cultural Communication and Cooperation" (Guo Tai Ban Fa (2018) No. 1) to implement the relevant policies and to actively introduce enterprises and talents from Taiwan to invest and start their business in Liaoning.  

  21. Increasing the financial support for good-quality projects of foreign investment. We shall carefully carry out the spirit of "Notice of Some Measures on Expanding the Opening-up Scope and Active Use of Foreign Capital by the State Council" (Guo Fa (2017) No. 5) and "Notice of Some Measures on the Promotion of the Growth of Foreign Investment by the State Council" (Guo Fa (2017) No.39) to further actively use foreign capital. From 2018 to 2022, for the projects of advanced manufacturing industries and modern service industries (excluding the projects of real estate development, financial and pseudo-banking), with the investment amount of over 10 million USD, from the actual investment by foreign capital holders from Top 500 global enterprises newly placed in Liaoning (i.e., the actual introduction amount of foreign registered capital, similarly hereinafter), the provincial-level financial department would give a grant of no less than 2% of the actual investment amount (maximum amount: 10 million RMB yuan) for the new projects placed in Liaoning with over 50 million USD and those with newly-added investment with the amount of over 30 million USD. The provincial-level financial department would give a grant of no less than 2% of the actual investment amount (maximum amount: 10 million RMB yuan) for the international enterprises establishing local headquarters in Liaoning, and placing an actual investment with the amount of over 20 million USD after authority-level verification. The provincial-level financial department would also give large-amount grant to the headquarters of foreign enterprises making great contribution to the local economic and social development in Liaoning by means of careful research upon the projects invested by the relevant enterprises, and would give a subsidy of 1 million RMB yuan to international enterprises establishing functional organizations such as purchasing centers, financial management centers and settlement centers, etc., in Liaoning with the actually-placed investment amount of over 2 million USD after authority-level verification.  

  22. Guaranteeing the land supply for key projects. We shall carefully carry out the spirit of "Suggestions of the Implementation of the Policies of Further Expanding the Opening-up Scope and Active Use of Foreign Investment by Liaoning Provincial People's Government" (Liao Zheng Fa (2017) No. 24) to continue the measure of giving the priority to foreign enterprises investing in the industrial projects belonging to the encouraging category when providing land from the intensive land reserve, with 70% of the local price of the land belonging to the correspondent category of land use (no less than the minimum price of land leasing for industrial-purpose land in China) when determining the land leasing floor price. The provincial and municipal-level governmental departments shall work together to set up the detailed land use plans for the individual needs of land used by projects invested by foreign companies and domestic companies from the rest of China, with the actual investment amount of over 1 billion RMB yuan, as well as the self-constructing buildings by the headquarters of Top 500 global enterprises and other leading industrial companies, and the relevant governmental departments shall guarantee that all land using needs of key projects in economic technological development zones and hi-tech zones above provincial level be met.  

  23. Increasing the support of scientific innovation. We shall support the establishment of R&D centers by foreign investors. From 2018 to 2022, the provincial-level financial department would give a subsidy from 500 thousand to 2 million RMB yuan to the qualified R&D centers established by foreign investors. We shall include the R&D centers established by foreign investors into the financial supporting schemes of the provincial-level plans and post-subsidy scientific support plans. According to the document of "Temporary Regulations on the Management of Post-subsidy of the Special Fund of Provincial-level Scientific Plans" issued by Liaoning Provincial Financial Bureau and Liaoning Provincial Bureau of Science and Technology, the relevant governmental departments would give financial support to the qualified R&D centers established by foreign investors conducting the relevant scientific activities by means of post-subsidy. Those with the increasing amount of the fund for annual R&D work of over 50 million RMB, would receive a maximum amount of post-subsidy of 10 million RMB yuan. The government would also give key support to the R&D centers newly opened by Top 500 global enterprises and leading industrial companies with individual legal personality after careful research. The R&D centers opened by foreign investors shall enjoy the preferential policies of convenient customs clearance of various forms put forward by the customs management departments across China when importing R&D facilities, agents and samples. We shall allow qualified R&D centers established by foreign investors to import second-hand key equipment for the work of research and development, with no extra collection of tax (with no more than one year of entry history for the equipment). Qualified enterprises with foreign investment shall be exempted from added-value tax when offering services of technical transfer, development and counseling according to the relevant regulations. We shall encourage enterprises with foreign investment to apply for the establishment of new hi-tech enterprises or service enterprises with advanced technical elements, and they would be have a 15% tax rate when collecting business income tax after verification. The tax of the part of the educational expenses for employees of the relevant enterprises, accounting for no more than 8% of the total sum of the salaries paid to the employees, shall be deducted from the total taxable amount of business income tax, and the part exceeding the percentage of 8% is allowed to be collected later in the next tax year. Foreign-invested enterprises conducting R&D cooperation shall enjoy preferential policies such as additional tax deduction and tax discount on technical reform, etc. according to the relevant regulations.     

  24. Increasing the support of the introduction of talents. We shall carefully implement the document of "Three-year Action Plan for the Overall Rejuvenation of Talent Service of Liaoning Province (2018-2020)" to start the plans for the introduction of high-level domestic and overseas talents, foreign experts and high-level innovative business-startup teams, and grant them financial and policy support according to the different levels of talents and teams. We shall put great emphasis on the integration of talent-related policies of different municipal-level governments and the relevant departments to offer good business-startup, working and living environment for high-level overseas talents. There are no limitations on nationality or identity when overseas talents apply for the innovation and business start-up projects and scientific awards, and we shall also provide convenience for high-end overseas talents when applying for R-visa, working permit, long-term stay visa and visa for permanent residence. We shall delegate the administrative power for the approval of foreigners' visa to the county-level entry-exit administration organs of public security departments, and take measures to extend the validity period for the visa of overseas talents. We are planning to issue long-time multiple-entry visa (with a validity period from 5 to 10 years) for qualified overseas talents, who can also apply for working permit and certificates for working residence using this kind of visa. We shall actively take pilot measures to allow excellent foreign students to work in Liaoning Province after graduation, and increase the support of the qualified high-end talents home and abroad in the aspects of trailing spouse and offspring, household registration, housing, offspring education, medical care, and senior care, etc.    

  25. Increasing the financial support. We shall give full play to the leading role of the guiding fund of provincial-level industrial (business start-up) investment, with focus on the support of the investment of Top 500 global enterprises and leading industrial companies in Liaoning by means of equity investment, etc. We shall support global companies in building the cross-border two-way RMB capital pool in Liaoning free trade pilot area, and support the foreign-invested financing and rental companies in the area in obtaining the pilot qualification and conducting the business of foreign currency settlement. We shall increase the types of cross-border RMB business under the capital account, and conduct the financial business of RMB currency settlement for direct foreign investment and the financing of cross-border trade, etc. We shall widely open the channels for the cross-border capital repatriation of RMB, and support qualified enterprises to collect or repatriate capital for financial purposes by means of issuing shares and bonds overseas. We shall promote the process of RMB pricing and settlement of bulk commodities during import and export. We shall carefully implement the macro-prudential management policies for full-caliber cross-border financing to improve the convenience of overseas financing for all market subjects and to support the development of real economy. Foreign-invested enterprises have equal access to the relevant provincial and municipal-level supporting policies of the listing in domestic share markets and new OTC markets, and financing in regional equity markets, etc. for private enterprises.    

  26. Actively conducting the effective and precise business invitation. Governments of all levels shall stipulate innovative and feasible preferential policies of business invitation and investment introduction within their statutory authority limits to stabilize and strengthen the construction of professional business invitation teams, guarantee the placement of special funds for business invitation, and ensure that the governmental-level work make actual achievements. Main leadership of all-level governments shall actively lead the team to do the work of business invitation to introduce a series of good-quality projects. Taking the opportunities of Summer Davos Forum, Singapore-Liaoning Economic Trade Conference, China-Japan Economic Cooperation Forum, Harbin Fair, Northeast Asia Expo, Dalian CISIS, and Xiamen CIFIT, etc., we shall focus on the conducting of business invitation promotion activities towards developed countries, Top 500 global enterprises, and leading industrial companies in the middle and high positions of the industrial chains. We shall encourage qualified cities in Liaoning Province to establish offices in key countries and regions such as Japan, South Korea and Hong Kong SAR to strengthen bilateral connection and information exchange. We shall hold a series of business invitation and investment introduction promotion activities in key countries and regions such as Hong Kong SAR, ASEAN countries, South Korea, Germany and the USA, etc. on a yearly basis, and hold more than one activity of "promotion week for Liaoning's business invitation and investment introduction" in the areas of Pearl River Delta, Beijing, Tianjin and Hebei, and the Yangtze River Delta on a yearly basis, as well as the special business invitation activities of "return of businessmen from Liaoning". We shall put great emphasis on the leading influence of key companies upon others, and strengthen the business invitation process concerning the supply of the upstream and downstream industrial chains. We shall also make improvement in the modes of business invitation, and realize the precise business invitation with the application of big data technology to seize the business opportunities and raise the efficiency level of the relevant work.         

  27. Establishing and improving the stimulating mechanism for the work of business invitation and investment introduction. We shall establish a linkage working mechanism among the governmental departments of provincial, municipal and county levels led by their main leadership, and work together to solve the difficulties and problems in the process of business invitation and investment introduction. From 2018 to 2022, the provincial financial department shall allocate 50 million RMB yuan on a yearly basis from the special budget for the support of all-round opening-up as the reward for the work of business invitation and investment introduction. Governmental departments in all areas of the province shall also allocate special fund to support the work of business invitation and investment introduction. We shall increase the support towards the delegations paying visits to the countries along "the Belt and the Road" as well as the surrounding countries, and implement preferential policies to the official-business working teams for overseas business invitation, with priority of going through procedures for going abroad and important guarantee for them to make temporary plans for the purpose of going out for official business. We shall establish and improve the mechanisms of tracking responsibility for key projects and regular reporting, and make detailed schedules and conduct tracking services for the key contracted projects to ensure the relevant work of business invitation have actual achievements.  

  VIII. We shall put great emphasis on the cultivation of new competitive edges of foreign trade. 

  28. Promoting the process of optimizing and upgrading the structure of foreign trade. We shall further expanding the traditional markets in Japan, South Korea, the USA, ASEAN countries and the EU, etc., as well as the new markets in the countries along "the Belt and the Road", the Americans and Africa. We shall focus on the holding of the activities of "the going-out of 1,000 enterprises" and "Liaoning well-known brands popular across all global markets". We shall put great emphasis on the categorized guidance of the export of key industries, maintain the exporting scale of key commodities of manufacturing equipment, petrochemicals, metallurgical products, clothing and agricultural products, and further promote the export of commodities such as equipment sets, special chemical materials, good-quality steel and aluminum sections, distinctive agricultural products, swimming suits, fur, shoes and hats, etc. We shall promote the import of the products by hi-tech enterprises represented by Dalian Intel, improve the scientific level of imported products as well as their international competitiveness. We shall give full play to the role of export credit insurance, simplify the procedure of the application for the subsidies of credit insurance funds, and support the exporting process of the relevant enterprises towards the new markets. We shall increase the support towards the projects in the planning lists of the construction of "the Belt and the Road" initiative and that of "China-Mongolia-Russia" Economic Corridor, etc., put great emphasis on insurance underwriting to cover the import of large-scale equipment set for the purposes of ocean engineering, mining machinery, metallurgical facilities, rubber processing machinery, electric power facilities, automobile, cement, and medical facilities, etc. and the financing business of the contracted projects overseas. We shall further expand the scope of short-term export credit insurance and lower the expenses of credit insurance. From 2018 to 2022, the provincial-level financial department would allocate 300 million RMB yuan from the special fund for supporting all-round opening-up to help the restructuring, transformation and upgrade of foreign trade, with the aim of cultivating new modes for the development of foreign trade and improving the service level of trade. Governmental departments of all levels shall also stipulate preferential policies for supporting the development of foreign trade.      

  29. Promoting the coordinated development of various kinds of business subjects of foreign trade. We shall encourage the leading foreign trade enterprises such as Brilliance BMW, Dalian West Pacific Petrochemical, Hengli Petrochemical, Ansteel, Bensteel, Dalian Intel, Dalian Yidu, Panjin North Asphalt, and Minmetals Yingkou Medium Plate Co., etc. to extend their industrial chains, and improve their international operation levels and competitiveness. We shall also encourage main equipment manufacturing enterprises such as SMTCL, Shenyang TBEA, Brilliance Auto, Dalian DSIC, and Fushun Yongmao Construction Machinery, etc. to take the development of after-sales services as the important way of expanding the international markets, and encourage them to construct the marketing network of the products with distinctive local features in a well-planned way, develop cross-border chain business, and improve the standards of after-sales service. We shall encourage the construction of overseas after-sales maintenance service centers of large-scale equipment sets and the production bases of spare parts in the fields of electric power supply, telecommunications and rail transit, etc. We shall also encourage the above enterprises to create self-owned brands for import, and to purchase other foreign brands, increase the strength of the promotion of Liaoning's local brands overseas and enhance the popularity and influence of Liaoning's products in the international markets.   

  30. Cultivating the new modes for the development of foreign trade. We shall promote the trade of market purchasing, provide support to the pilot work of the combination of domestic and foreign trade in Xiliu, Haicheng of Anshan, as well as the development of commodity markets with the combination of domestic and foreign trade such as Liaoyang's Tong'erpu Market and Shenyang's Wu'ai Market, etc., to expand new exporting channels. We shall promote the innovative development of 36 provincial-level foreign trade comprehensive service enterprises such as Liaoning Export Times Co, and Yingkou Dongsheng Co., etc., introduce a series of foreign trade comprehensive service enterprises from overseas areas with the main industrial business scopes similar to those of main enterprises of Liaoning, and improve the service capabilities of foreign trade comprehensive service enterprises in the fields of customs clearance, logistics, tax refund, financing and insurance, etc. We shall strengthen the cooperation with military trade enterprises and develop the new markets in the countries along "the Belt and the Road". We shall strengthen the construction of the cross-border e-commerce comprehensive pilot zone in Dalian, and accelerate the process of Shenyang's application for the construction of cross-border e-commerce comprehensive pilot zone. We shall actively promote the development of the main cross-border e-commerce platform enterprises such as Dalian Tiancheng, Yueyang Wuyu Shop, and Huludao Fangde, etc. to help them conduct strategic cooperation with well-known cross-border e-commerce platforms home and abroad, with the aim of creating the "online Silk Road" for the province. We shall also actively conduct new business such as foreign trade rental and bonded trade, etc.   

  31. Accelerating the construction process of the transformation and upgrade bases of foreign trade. We shall put great emphasis on the construction of a series of transformation and upgrade bases of foreign trade such as Shenyang Huishan agriculture, Anshan refined and special steel, Donggang seafood, Xingcheng swimming suit and clothing of Xiliu, Haicheng of Anshan, etc., and develop a series of provincial-level export bases with distinctive industrial features, well-developed supporting facilities, and strong leading and influencing power. The provincial-level governmental departments would offer support for them to become national-level export bases. We shall put great emphasis on the support of the construction of the key national-level project-undertaking base of gradient transfer of processing trade in Jinzhou, the processing and trade bases for equipment manufacturing industries in Dalian and Shenyang, petrochemical and refined chemistry bases in Panjin, the fur processing industrial clusters in Fuxin and pilose antler processing industrial clusters in Xifeng. We shall also increase the support of the development of leading enterprises focusing on the transformation and upgrade of foreign trade, expand the scope of the groups of export enterprises, promote the construction of public foreign trade service platforms and bases, with the aim of turning these bases into one of the important powers of leading the growth in Liaoning's export. 

  32. Actively expanding the scope of import. We shall organize local enterprises to participate in CIIE in Shanghai on a yearly basis, and put great emphasis on the participation of commercial activities such as Japanese Commodity Import Fair and South Korean Commodity Import Sales Promotion Fair, etc. to build and expand the effective import promotion platform. We shall give full play to the advantages of the ports in all coastal cities in Liaoning to guide other cities' work of expanding the importing scale of products such as advanced technological devices, key components and spare parts, good-quality distinctive consumer goods, high added-value products and resource products. We shall focus on the import of advanced technologies and equipment greatly needed in Liaoning's development of the relevant industries, such as the automobile-motor and whole-vehicle technologies, five-axis machine tools processing centers, and intelligent robot-controlling welding and manufacturing lines, etc. We shall help improve the core competitiveness of Liaoning's enterprises, and put great emphasis on the parallel car import of the port in Dalian to stimulate the consumption of imported cars. We shall expand the importing scale of good-quality consumer goods such as fruits, meat, dairy, wine, liquor, and cosmetics, etc. in a stable way, and introduce large numbers of famous-brand consumer goods suppliers to come to the central business circles in Shenyang and Dalian to attract people to consume instead of going abroad and to raise the consuming level of the masses.  

  33. Putting great emphasis on the development of service trade. We shall give full play to the leading role of Shenyang and Dalian in the development of service trade to guide the transformation and upgrade of the service outsourcing industry of the province. We shall support the application of Hunnan District in Shenyang and Jinpu New District in Dalian for the title of national-level cultural exporting bases. We shall stipulate provincial-level measures for assessing service outsourcing training bases, improve the statistical mechanisms for service trade, and establish an examination and evaluation system for the supervision of service trade. We shall actively organize enterprises of service trade and hi-tech industries to participate in all kinds of main professional matchmaking fairs and conferences in Shanghai, Beijing, Shenzhen and overseas areas, and put great emphasis on the holding of Dalian CISIS. We shall also cultivate the new advantages of service trade in the fields of service outsourcing, culture and traditional Chinese medicine, etc.   

  IX. We shall create an international, legalized and convenient business operation environment.  

  34. Improving the convenience level of trade. We shall accelerate the construction of "one-stop window" for the service of international trade, with the aim of meeting the requirements of the national-level standards by the end of 2018, and the qualification percentage of the relevant enterprises shall be greatly improved. We shall expand the functions of "one-stop window" services into the fields of finance, cross-border e-commerce, port administration and service trade, etc. We shall enlarge the cooperative fields of "three mutual opening-up" to promote the process of one-stop joint inspection, and establish the joint prevention and control mechanism of the risks in all ports. We shall put great emphasis on the reform of consolidated tax collection, self-declaration and collection, and paperless customs clearance. We shall also further conduct the pilot work of shortening the time of freight customs clearance, lowering the relevant costs and waiving the expenses of freight hoisting, relocating and storage of enterprises with exemption from customs inspection, to further improve the convenience level of foreign trade.   

  35. Deepening the process of the reform of "delegating administrative power, combination of delegation and administration and optimizing service". We shall simplify the procedures of project approval by simultaneously handling all steps of the procedure instead of taking the mode of "one after another". We shall further deepen and promote the reforming process of "many certificates into one", whole-process e-service, electronic business operation certificate, and convenient procedures of enterprise naming, etc., and accelerate the pilot reforming process of "separation of business operation certificates and other ones". We shall strengthen the implementing process of all supervision mechanisms and policies of unified publicity of enterprise information, management of the list of enterprises with abnormal business operation status, the list of severely illegal enterprises, collection of enterprise-related information of governmental departments, joint-punishment of dishonest enterprises, and "dual notification" and "dual randomness plus one publicity" of post-approval of industrial and commercial registration, with the aim of building a new market supervision mechanism with information collection and sharing as the foundation, information publicity as the means, and credit monitoring as the core.  

  36. Actively promoting the construction of a service-oriented government with high-level credit. We shall strengthen the role of legislation in guiding, promoting and guaranteeing the process of all-round opening-up, and uncompromisingly promote law-based administration. We shall learn from the experiences of advanced regions in other parts of China, reduce the charges of enterprise-related administrative affairs and stop the behaviors of arbitrary inspection, fee-charging and apportionment. We shall lower the operation costs for enterprises, greatly improve the service towards the enterprises, and timely handle the complaints from the enterprises according to the relevant laws and regulations. We shall carefully solve the remaining problems in the process of business invitation and investment introduction, fulfill the promises to foreign investors and enterprises from other parts of China according to the relevant laws and regulations to actively solve the problems of the failure in implementing the preferential policies of business invitation and investment introduction and to maintain the continuity of the policies. We shall fully implement the document of "Regulations of Optimizing Business Operation Environment of Liaoning Province", with the guiding principles of internationalization, legalization and convenience, and accelerate the process of building a justified, transparent and predictable business operation environment, with the aim of turning the province into one with the best developing environment within three to five years.    

  V. Strengthening the Guaranteeing Measures of All-round Opening-up  

  37. Strengthening the organizing and leading work. We shall strengthen and improve the leadership of provincial-level CPC committee upon all-round opening-up, and place the promotion of all-round opening-up into the important position of the overall annual work plans for the CPC committee and the relevant governmental departments. We shall further improve the working mechanisms of organization and leadership, strengthen the philosophy of high-level unification of "chessboard playing" in administration, with high-degree coordination and in-place fulfillment of all working responsibilities. Main leadership of all levels of CPC administrative organs shall take active and main responsibilities to grasp the key points of certain problems and find breakthroughs in certain aspects of difficulties, and work hard to make remarkable achievements in all aspects of the work of all-round opening-up. We shall make improvements in the structure of comprehensive coordination organizations of all administrative levels responsible for the work of all-round opening-up, clarify all working responsibilities and put highly skilled personnel into the suitable working positions to play the guiding role of coordinating the overall work. All governmental departments in all areas shall put forward guiding implementation documents and stipulate the detailed measures for all-round opening-up. We shall build standardized port management organizations throughout the province, strengthen the functions and administrative power of the offices of port management, and coordinate the work of port customs clearance in all areas in the province. We shall also make innovation in the management mechanisms of Liaoning's organizations overseas, and make relevant research of conducting cooperation with enterprises in establishing offices in key countries and regions.   

  38. Strengthening the construction of opening-up-oriented cadre teams. We shall construct an outbound cadre team with qualified political qualities and excellent professional skills in the new era. We shall boldly select young cadres with international horizon and rich working experiences of outbound opening-up to enrich the teams of leaders of all administrative levels. We shall also strengthen the training of cadres of all administrative levels, especially leaders, to improve their thoughts and decision-making levels of handling the issues of opening-up.  

  39. Strengthening the work promotion, supervision and examination mechanisms. We shall include the work of outbound opening-up into the content of key supervision items and one of the important indices for working performance appraisal, and to further refine the key working tasks by setting up the working schedule and tracking down all relevant working steps in a coordinated way, and monitoring all the relevant work as planned and scheduled. 

  40. Strengthening the financial support. We shall establish and improve the relevant policies of financial support. From 2018 to 2022, the provincial-level would establish special fund to support all-round opening-up on a yearly basis, with the focus on business invitation and investment introduction, the construction of opening-up platforms, the development of industrial parks, the new modes for the development of foreign trade, and the expansion of international markets, etc. Governmental departments in all areas shall also establish the correspondent special fund to give support for the work of all-round opening-up. We shall increase the financial support towards the introduction of good-quality projects from outside the province, and give grants to responsible units and persons in the work of "dual invitation and introduction" towards the areas outside the province based on the relevant supporting policies of attracting domestic and foreign capital. We shall stipulate and improve policies of financial support for the export and "going-out" of the enterprises guaranteed by credit insurance, establish the service systems for industrial finance, and encourage the leading enterprises in manufacturing industries to establish industrial financial organizations such as finance companies and enterprises with the main business of private equity fund operation, etc. We shall help financial institutions make innovation in creating new products and expanding their service scopes, put great emphasis on the development of import-oriented seller's and buyers' credit, make full use of the financial products such as outward documentary letter of credit, credit guarantee financing, and foreign exchange financial pledge, etc. to lower the financing costs of foreign trade enterprises. We shall also improve the mechanisms for the financial support of innovation and business-startup, as well as the development of scientific finance, micro-finance and Internet finance, etc.   

  Governmental departments of all levels in all areas of the province shall fully acknowledge the significance of all-round opening-up and its leading role in the all-round rejuvenation of Liaoning by attaching full importance, acting in a positive manner, clarifying individual responsibilities, conducting close cooperation, stipulating in-detail implementing measures and action plans to guarantee the placement of all key working points, policies and measures, with the aim of creating a new situation for the cause of all-round opening-up in Liaoning Province.
