Implementation Plan of China (Shenyang) Cross-Border E-Commerce Comprehensive Pilot Zone
This implementation plan is stipulated in order to carry out the spirit of the national-level document of "Approval of Establishment of Cross-Border E-Commerce Comprehensive Pilot Zones in Beijing and Other 21 Cities by the State Council" (Guo Han (2018) No.93), accelerate the construction process of China (Shenyang) Cross-Border E-Commerce Comprehensive Pilot Zone (hereinafter referred to as CPZ), actively explore the new mode for the management of cross-border e-commerce, give full play to Shenyang's leading role in opening-up and cooperation process towards Northeast Asia, regional economic development, and innovation in mechanism, expanding the channels for enterprises to enter the international markets, cultivate new competitive edge for Liaoning's foreign trade, promote the transformation and upgrade process of traditional industries of old industrial bases of Northeast Asia, and accelerate the construction of "four centers".
I. Guideline Requirements
(1) Guiding Philosophy
With Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the guidance, we shall fully carry out the spirit of the 19th CPC National Congress, as well as the 2nd and 3rd plenary sessions of the 19th CPC Central Committee, construct the overall layout of "five-in-one" and the strategic layout of "four comprehensives" in a coordinated way according to the decisions and deployment of the CPC Central Committee and the State Council, implement the strategies of innovation-driven development with adherence to the New Development Philosophy and with the mainline of the structural reform of supply-side, with the focus of strengthening regional cooperation within the area of Northeast Asia and deepening economic cooperation between China and Germany, Europe, Mongolia, Russia, Japan and South Korea, the participation in the service of the construction of "the Belt and the Road" initiative and widening of opening-up channels as breakthrough, and the formation of a new all-round opening-up situation as the target. We shall copy and implement the good measures of other CPZs to gradually construct a cross-border e-commerce CPZ with distinctive features of Shenyang, with the aim of offering new experience and measures for the healthy development of cross-border e-commerce of the whole country.
(2) Working Targets
We shall highlight the distinctive features and advantages of Shenyang. Depending on its role of the regional and logistics centers of Northeastern China, led by the national-level all-round innovation of the mechanism in reform pilot zones, we shall take the cultivation of the cross-border e-commerce import and export market subjects as the focus to optimize the business operation environment in larger scale, expand the overseas marketing channels for local products, create self-owned leading brands, and construct a full industrial chain and ecological circle of cross-border e-commerce. We shall give full play to Shenyang's industrial advantages in intelligent manufacturing and advanced equipment according to the overall guiding philosophy of "two platforms and six systems", put great emphasis on the trial run of the reform in technical standards, business procedures, supervision modes and information system construction, etc., relating to the relevant steps in the means of B2B, in order to actively create a cross-border e-commerce CPZ with the combination of B2B and B2C, the integration of online and offline business, and an industrial chain and ecological circle with well-established functions, to accelerate the highly-efficient "going-out" process of the good-quality intelligence-related products made in Shenyang.
In 2018, we shall copy and promote the good experiences of the first two batches of CPZ in other parts of China to lay solid foundation for the development of cross-border e-commerce. We shall make a plan for the development of the industry of cross-border e-commerce in Shenyang, and establish a mechanism for promoting the healthy and orderly development of cross-border e-commerce by means of improving policy-level support and holding joint conferences attended by major leadership, etc. We shall complete the construction of the integration project of cross-border e-commerce comprehensive service platforms of Shenyang with that of Liaoning Province, the construction of international freight distribution and processing center, and the construction of cross-border e-commerce international logistics industrial base. We shall promote the construction process of industrial parks for cross-border e-commerce, introduce and cultivate a series of leading enterprises of cross-border e-commerce, and accelerate the process of close interaction of cross-border e-commerce with advantageous industries of Shenyang to assist in the transformation and upgrade of foreign trade of the city.
In 2019, with liberated minds and bold breakthroughs, we shall accelerate the reform of "streamlining administration, delegating powers, and improving regulation and services" in the field of cross-border e-commerce, and further the construction of public service platforms for optimizing the industry of cross-border e-commerce, promote the construction of three to five foreign trade comprehensive service platforms with well-established functions, as well as three to five cross-border e-commerce industrial parks with distinctive Shenyang features. We shall construct a highly-efficient and convenient international logistics and storage system and accelerate the construction of cross-border e-commerce industries and the relevant ecological systems to promote the development of export-oriented economy of the city.
In 2020, we shall form the well-developed and feasible experiences and measures for the development of cross-border e-commerce of Shenyang, making it become the important support for the transformation and upgrade of foreign trade, and turning Shenyang into a regional center in Northeastern China with high-density cross-border e-commerce enterprises, well-established functions and good ecological circle.
II. Working Tasks
(1) Stipulating plan for the development of the industry of cross-border e-commerce.
We shall stipulate "2018-2020 Development Plan for the Industry of Cross-border E-commerce of Shenyang" in view of the current industrial features of Shenyang, and establish an industrial system and the relevant mechanism with B2B as the main body by ways of making innovation in mechanism, management and service to form the rules and regulations adaptable to the current developing situation of cross-border e-commerce in Shenyang, to accelerate the integration development of online and offline business, to create a well-developed industrial chain and ecological circle, to achieve the free, convenient and regularized system for the development of cross-border e-commerce, and to help the continuous improvement of the industrial developing levels of Shenyang.
(2) Building online platform for cross-border e-commerce.
1. Accelerating the integration construction process of cross-border e-commerce comprehensive service platforms of Shenyang with that of Liaoning Province. With adherence to the principle of "one-point access", we shall put great emphasis on the relevant technical standards and business procedures to create a platform with the combination of data exchange and inter-connection among the departments of customs, taxation, and foreign exchange to realize "smooth information flow, common acknowledgement of supervision and mutual help in law enforcement". 2. Accelerating the construction of foreign trade comprehensive service platforms of Shenyang. Based on the current conditions, we shall cultivate and introduce advanced foreign trade comprehensive service platforms to offer functions and services of marketing, custom clearance and inspection reporting, finance, intelligent logistics, credit insurance, foreign exchange settlement, tax refund, and credit assessment, etc. to enterprises of cross-border e-commerce in Shenyang. (End Time: 5 platforms shall be established by the end of December of 2019.)
3. Accelerating the construction of online matching platforms for enterprises of cross-border e-commerce. With the consideration of the local industrial features of Liaoning, we shall cultivate, introduce and promote the new mode of matching platforms to create new channels for the process of transformation and upgrade of traditional foreign trade industries. (End Time: 5 platforms shall be established by the end of December of 2019.)
(3) Building offline industrial parts for enterprises of cross-border e-commerce.
1. Constructing distinctive cross-border e-commerce parks in Shenyang. Giving full play to the policy-level and industrial advantages of the industrial clusters of Liaoning FTA and comprehensive bonded areas (area A and B), etc., we shall construct distinctive parks covering the aspects of "bonded import" and "direct-purchasing import". Taking advantages of the functions of cross-border e-commerce of Hunnan Cross-border E-commerce Park, Wu'ai E-commerce Park, Beifang E-commerce Park, and those in Yuhong District, Heping District and Shenyang Port, etc., we shall form the clustering effect for e-commerce enterprises to promote the organic integration and coordinated development of online and offline business of cross-border e-commerce. 2. Constructing cross-border e-commerce international logistics industrial base in Shenyang. Depending on the platform of Liaoning FTA and comprehensive bonded areas, we shall construct a place for the customs to supervise import and export with the help of Zhongchu Logistics, China Post Liaoning International Business Branch, Liaoning Airport Logistics, Jitie Logistics in Shenyang East Railway Station and Shenyang Port Group, etc., to accumulate all kinds of elements to promote the clustering development of logistics enterprises. (End Time: by the end of June of 2019.)
(4) Building an information sharing system.
We shall establish a inter-departmental and multi-channel cross-border e-commerce information cooperation and sharing mechanism and platform to remove the information boundaries among the departments of the customs, taxation, foreign exchange, commerce, logistics and finance to offer technical support to the combination of the three flows of cross-border e-commerce: Information flow, capital flow and freight flow. (5) Building an intelligent logistics system.
Making full use of the current public logistic information platform, we shall construct an inter-connected intelligent logistic information system, logistic storage network system, and good-quality and highly-efficient logistics operation system, etc., to realize the overall verification, measurement and control of all parts of the logistic supply chain. We shall also make explorations in stipulating good-quality, standardized and regularized cross-border e-commerce logistic operation procedures to form a cross-border logistic distribution, delivery, operation and service system with reasonable layout, clear levels, smooth connection and well-developed functions. (6) Building a well-developed financial service system.
We shall promote the cooperation among financial institutions, third-party payment organizations, and comprehensive foreign trade service enterprises to offer well-developed, convenient, and risk-controllable "one-stop" financial services for cross-border e-commerce transactions in the aspects of online payment and settlement, online financing and online insurance, etc. (End Time: by the end of December of 2019.)
(7) Building a credit system for e-commerce enterprises.
We shall establish the "one base and three systems" for e-commerce enterprises: Credit database, credit evaluation system, credit supervision system and credit negative list system to record and collect the fundamental data of cross-border e-commerce enterprises, platform enterprises, logistic enterprises and other comprehensive service enterprises, with the focus on the construction of credit certification system for supervision departments and credit evaluation system for credit service enterprises to realize the "categorized supervision, inter-departmental sharing and orderly disclosure" of credit-related information of e-commerce enterprises. (8) Building a statistical supervision system.
With the processing, analysis and use of large amounts of data of commodity transactions of all kinds of platforms, logistic clearance and financial payment, etc., by technical means of big data and cloud computing, we shall realize the exchange and accumulation of all kinds of data of cross-border e-commerce. We shall also establish and improve the statistical supervision system of cross-border e-commerce by readjusting the relevant statistical measures to provide decision counseling services for government's supervision and enterprises' business operation. (9) Building a risk prevention and control system.
We shall establish a big data center for cross-border e-commerce and conduct a professional risk analysis of the whole process of cross-border e-commerce with the focus on the risk prevention and control of all process nodes to effectively prevent and control the economic risks of money laundering during the process of non-real trade, the technical risks of data storage, payment transactions, and network security, as well as the transactional risks of product safety, trade frictions, and subject credit, to offer effective technical support, decision-related assistance and service guarantee for governments' supervision. We shall also conduct risk assessment to the foreign sellers during the process of transaction through the platforms to lower the relevant risks for the enterprises. (10) Building a personnel cultivation and training system.
We shall open the relevant major courses and conduct professional trainings relating to cross-border e-commerce in universities and colleges in Shenyang to further improve the cross-border e-commerce personnel training mechanism of "four in one": "Governments, universities, associations and enterprises". We shall also build training and practicing bases for the personnel of cross-border e-commerce. (End Time: by the end of December of 2018.)
III. Guaranteeing Measures
(1) Enhancing the organizing and leading forces. We shall establish the municipal and county-level departments for leading the work of cross-border e-commerce. Shenyang Municipal Government shall establish a working group for the construction of CPZ guided by main leadership, strengthen the organization, leading and coordination work for the construction of CPZ. The office of this working group is set up in Shenyang Municipal Bureau of Commerce, which is responsible for the daily coordination and organization of the construction of cross-border e-commerce CPZ. We shall establish the working mechanism of joint conference, and all relevant departments of provincial, municipal and county levels, as well as key enterprises, shall pay special attention to the communication and coordination among themselves and make great efforts in winning support from the relevant national-level departments. We shall hold one joint conference for every two weeks attended by the designated responsible persons and liaisons from all relevant departments and bureaus. All county-level governments shall also establish leading departments for the work of cross-border e-commerce accordingly.
(2) Offering policy-level support. Municipal and county-level governments and the relevant departments of commercial administration shall pay special attention to the construction of cross-border e-commerce CPZ, actively learn from the experiences of other advanced areas in China based on the sorting-out and practice of all current policies, and optimize and improve the supporting policies for cross-border e-commerce enterprises to form a well-developed policy-level supporting system for the development of cross-border e-commerce in Shenyang. (3) Strengthening investment introduction and business invitation. We shall further put great emphasis on the work of investment introduction and business invitation and organize special activities for business invitation on a regular basis for key platforms and leading enterprises of cross-border e-commerce.
(4) Strengthening the work of supervision and examination. Municipal and county-level governments and all relevant departments shall strengthen the work of supervision and examination in the construction of cross-border e-commerce CPZ, accelerate the placement process of the relevant targets, responsibility and policies to make achievements in the promotion of the construction of cross-border e-commerce CPZ.
