　　This document is stipulated with the consent of the provincial government in order to carry out the spirit of the document "Notice of Suggestions on the Promotion of Balanced Development of Foreign Trade Through Expanding Import Scale by Ministry of Commerce and Other Departments Forwarded by the General Office of the State Council", further make full use of import's role in coordinating the two resources of both domestic and international markets, changing the modes for economic growth, promoting the economic restructuring, and meeting people's demands for consumption upgrade, etc., and to guide the work of promoting balanced development of foreign trade through expanding import scale in the province.  

　　I. General Requirements

　　(1) Guiding Philosophy 

　　With Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era as the guidance, taking continuously implementing New Development Philosophy, "four focuses and three promotions", and the adherence to the structural reform of supply-side as the mainline, led by the construction of "the Belt and the Road" initiative, and with the improvement of developing qualities and benefits as the center of work, we shall deepen the reform in mechanisms and systems of foreign trade, change the developing modes of foreign trade, expand import scale, optimize the imported product structure and marketing layout, increase the comprehensive benefits of import, and maintain the stable growth in the overall volume of foreign trade to promote the all-round rejuvenation of Liaoning led by all-round opening-up.   

　　(2) Basic Principles 

　　Firstly, innovation-driven. We shall accelerate the systematic reform of foreign trade led by innovation and support the growth of innovation-oriented foreign trade enterprises and foreign trade comprehensive service companies. We shall also further innovate the management mechanism of foreign trade, deepen the reform of "streamlining administration, delegating powers, and improving regulation and services" in mechanisms, modes, and operation modes, optimize the management modes of customs clearance and foreign exchange, enhance the convenience level of trade, stimulate the vitality in all kinds of import subjects, and increase the driving force of the sustainable development of import.  

　　Secondly, equal emphasis on import and export. We shall acknowledge the important role of import in accelerating all-round opening-up, leading all-round rejuvenation, promoting the optimization and upgrade of industrial structures, and meeting the needs of domestic consumption. We shall stabilize the pace of export by promoting import, and realize the mutual-promoting, stable and balanced development of both import and export. 

　　Thirdly, coordinated development. We shall promote the coordinated development of import and the relevant industries in China to accelerate the process of domestic industrial upgrade. We shall accelerate the access of import to participate in the domestic commodity circulation, promote the combination of domestic and foreign trade, and enhance the consumption level. We shall combine import with the initiative of "going-out" to expand the import channels, and put equal emphasis on the development of freight trade and service trade to expand the import scale of relevant services. We shall also promote the interactive and coordinated development of domestic and international investment to maintain the payment balance of current account.   

　　Fourthly, policy Guidance. We shall implement the positive import encouragement policies to further optimize the structure of imported products and expand the import scale. We shall support product importation wit the aim of meeting the needs of domestic production, the importation of new industries-related products and high-level technologies to promote the transformation and upgrade of the relevant industries, and the importation of consumer goods to stimulate domestic demands.  

　　Fifthly, advocating the construction of a multi-outlet market. We shall optimize the structure of import, expand the scope of imported technologies and commodities from developed countries, and pay special attention to the importation from emerging markets and developing countries. We shall also accelerate the construction of a safe and stable multi-outlet market system with mutual benefit to promote the benefit-oriented and integrated development.   

　　II. Main Tasks

　　(1) Optimizing the structure of imported commodities to improve the comprehensive effects of import.  

　　1. Expanding the importing scale of products relating to people's livelihood. We shall further the structural reform of supply-side of import, and encourage the relevant enterprises to increase effective supply. We shall actively expand the import of equipment of daily consumption goods, medication and rehabilitation products, and senior care, etc. We shall support Dalian's plan to increase the number of pilot enterprises doing the business of parallel automobile import to expand the parallel importing scale of automobile. We shall also encourage the qualified cities to establish centers and special areas for selling imported livelihood-related commodities in markets. 　　2. Promoting the import of advanced technologies and equipment. In view of Liaoning's strategic developing plans of new industries, the upgrade of traditional industries, and the construction of import bases, we shall actively guide the relevant equipment manufacturing enterprises to expand the importing scale of the core technologies and key parts of advanced motors and whole-vehicles, regional airliner manufacturing, large-scale paper-making machinery, large-scale offset machines, and biopharmaceutical facilities, etc. We shall optimize the encouragement of the establishment of the inspection modes of imported equipment sets to enhance the marketing competitiveness of the relevant enterprises. We shall encourage the introduction of a series of key industrial projects with potential to facilitate technical progress, industrial upgrade and the further development of the relevant industries. We shall support the universities, scientific research institutes and enterprises to actively introduce the advanced foreign technologies, make explorations in establishing imported technological transfer bases in qualified areas and hi-tech zones to transform the relevant innovative technical achievements into social and economic benefits. 　　3. Supporting the import of service trade. With full play of the advantages of Liaoning's equipment manufacturing industries, we shall accelerate the development of the import of supplementary productive service trade items of strategic new industries and advanced manufacturing industries such as architectural design, commercial logistics, counseling services, R&D and design, energy-saving and environmental protection, and environmental services, etc. With the simultaneous upgrade of national consuming structure, we shall excavate the demanding potential of livelihood-oriented services relating to health, senior care, education, sports, culture, and law, etc., to expand the importing scale of the relevant service items in an orderly manner. 　　4. Facilitating the import of resource products. We shall promote the petrochemical and metallurgical enterprises in Liaoning to expand the importing scale of crude oil, ore, and key chemical materials, etc., to meet the needs of domestic markets and increase the benefits of the relevant enterprises. We shall actively apply for the import qualification of crude oil and the larger imported amount of it for the trade conducted by non-state-owned enterprises from the national-level departments to help petrochemical enterprises in Liaoning to expand the relevant business. 　　5. Increasing the import of agricultural products. We shall actively expand the import of agricultural products with large marketing demands in Liaoning, such as seafood, soybean, meat and all kinds of dried and fresh fruits. We shall moderately increase the importing scale of agricultural products from countries (regions) listed in "Protocol on Access to Inspection and Quarantine of Agricultural Products", which are also in short supply in China. We shall moderately increase the import scale of products of agricultural machinery and the relevant technologies, which are able to enhance the agricultural competitiveness of the province. We shall also actively apply for the tariff-rate quota for the import of agricultural products of grain, cotton and sugar from the national-level departments. 　　(2) Expanding marketing layout and excavating the potential of import.  

　　1. Strengthening the strategic connection of countries along "the Belt and the Road". We shall deepen the cooperation with countries along "the Belt and the Road" in trade and expand the import of good-quality products of advanced equipment, energy, agricultural products and consumer goods from these countries. We shall encourage all areas in the province to build transaction platforms of importing high-class consumer goods, food, aquatic products and meat, etc. from countries along "the Belt and the Road", and encourage the enterprises in the province to strengthen their industrial cooperation with these countries to facilitate the process of "going-out" and "letting-in" and to expand the relevant trade scale. We shall also strengthen the cooperation with countries along "the Belt and the Road" in the fields of customs, inspection and quarantine, commercial logistics, and e-commerce, etc. to enhance the convenience level of trade. 　　2. Further developing the traditional markets in Japan and South Korea. With the geographical advantages of neighboring Japan and South Korea, relevant departments of Liaoning Province shall further deepen trade cooperation with the two countries. We shall establish and improve a bilateral cooperative mechanism, and expand the relevant channels to build a high-quality cooperative platform. We shall actively organize enterprises to participate in the key international-level fairs in Japan and South Korea, focus on the planning and promotion of fairs held by Liaoning enterprises and governments in Japan, as well as the import fairs for Japanese and South Korean commodities held in Liaoning. We shall also encourage enterprises of all areas to build cooperative relations with big companies and suppliers in Japan and South Korea, and introduce world-renowned imported brand agencies and companies to establish branches and organizations in central cities of Liaoning. 　　3. Expanding new emerging markets. We shall support the relevant enterprises in expanding new emerging markets such as ASEAN countries, South America, and Africa, etc., to enhance the level of diversity of import markets. We shall pay special attention to the implementation of zero-tariff policies of 97% of the imported goods  on the tax item list from least developed countries (all having diplomatic relations with China) to guide the enterprises in Liaoning Province to expand their importing scale. Within the framework of multilateral trade mechanism, we shall increase the volume of imported goods from the targeted countries and regions according to the deployment by the national-level department, and support the relevant enterprises to participate in the national-level aid projects under the framework of South-South cooperation. We shall also encourage the relevant enterprises to make full use of FTZ tariff concession agreements signed between China and other countries to expand the scope and channels of the imported goods from new emerging markets. 　　(3) Accelerating the construction of import promotion system and creating new advantages of import.  

　　1. Building platforms for holding import trade fairs. We shall put great emphasis on the work of business invitation and purchasing with full dependence on China International Import Expo, and conduct import-related activities by making full use of the platforms of international expo such as Canton Fair, ASEAN Expo, East China Fair and China-Eurasia Expo, etc. We shall support foreign importers in holding commodity fairs and other kinds of product and trade promotion activities in Liaoning Province, and make explorations in cooperating with well-known foreign exhibition organizations to hold import and export fairs overseas. We shall also organize the relevant enterprises in the province to conduct commodity purchasing activities with clear targets overseas. 　　2. Cultivating and developing the subjects for operating the business of import. We shall increase the industrial competitiveness and regional influence of leading enterprises focusing on the business of import to cultivate a series of foreign trade groups with strong competitiveness and industrial influence. We shall encourage foreign investors to expand their importing scale, and promote state-owned and private domestic enterprises to improve importing capacity and increase importing volume, as well as encouraging the import business conducted by SMEs. We shall also establish a joint-conference system for import enterprises to support them to grow stronger and to enhance their competitiveness. 　　3. Accelerating the connection process of import with domestic markets. We shall encourage large or medium-sized circulation enterprises to build business cooperation relations with foreign suppliers and domestic importers, integrate the procedures of import and sales, and reduce the irrelevant steps within. We shall support powerful enterprises to integrate the relevant steps relating to import to create the "one-stop" platform of "international purchasing---import---self-operated sales". We shall also encourage the relevant enterprises in the province to become dealers of foreign consumer goods to develop the sales platforms of their own. 　　4. Promoting the construction of national-level import trade promotion and innovation demonstration zones. We shall encourage the construction of national-level import trade promotion and innovation demonstration zones in cities of Shenyang, Dalian and Yingkou, etc. based on their FTZs to create important bases for the comprehensive development of foreign trade modes, trade convenience, e-commerce application, and trade logistics, as well as the mechanisms for financial services. We shall gradually develop a new wholesale trade and logistics mode with the combination of functions such as import, warehouse storage, exhibition, processing and trade and delivery, etc., and accelerate the construction of purchasing, distributing and delivery centers to promote the developing process of markets of bonded logistics, exhibition and imported goods. 　　5. Initiating the stimulation of two-way investment. We shall improve the management mechanism of foreign trade and optimize the investing environment. We shall actively guide foreign investors to invest in the fields of strategic new-emerging industries, hi-tech industries, energy-saving and environmental protection, etc., promote the international-level production capacity cooperation process in the fields of new material, high-end equipment, energetic chemical industry, automobile and vehicle parts, etc., and help develop a series of cross-border merging projects to expand the scale and accelerate the importation process of the relevant high-quality industrial products. We shall also support the construction of overseas resource bases and economic trade cooperation zones in the fields of agriculture, forestry, animal husbandry, fishery, and mining industry, etc. to promote the importation of the relevant products. 　　6. Making innovation in modes of import trade. We shall give full play to the advantages of innovation in mechanisms of cross-border e-commerce comprehensive pilot zones in Dalian and Shenyang, and put great emphasis on the development of business such as bonded stocking and direct purchasing by sea, etc. We shall put great emphasis on the construction of cross-border e-commerce platforms, and expand the importing scales for enterprises of cross-border e-commerce. We shall attach great importance to the construction of imported commodity exhibition centers and experience stores, and actively accelerate the pilot work of maintenance, R&D, and remanufacturing of the relevant products. We shall also support the development of cross-border trade in Dandong, promote the construction of the marketing and trade zone in Dandong and expand the scale of import of cross-border trade. 　　7. Promoting the integrated development of domestic and foreign trade markets. We shall accelerate the development of market-oriented purchasing trade, increase the scope of functions of Shenyang Wu'ai Market, construct the foreign commodity wholesale and retail center in Wu'ai Market, accelerate the processes of transformation and upgrade of the relevant commodities, and elevate the quality and sales levels of consumer goods. We shall pay special attention to the pilot work of the integration of domestic and foreign trade of Xiliu Market, extend the industrial and sales chains from the importation of raw material to the domestic selling of the garment under the strong influence of the relevant markets to optimize the importing structure. We shall also accelerate the construction process of the international auction house of fur in Tong'erpu, Liaoyang to expand the importing scale of fur products. 　　III. Guaranteeing Measures

　　(1) Increasing the policy-level support of finance and taxation. We shall establish a well-developed system of financial policies to support the relevant enterprises. The provincial-level financial department shall use some of the capital provided by the national-level special fund for the development of foreign trade and the provincial-level special fund for the development of all-round opening-up to stimulate importation, and encourage governmental departments of all administrative levels to put forward policies for the relevant enterprises to expand the importing scale. We shall further stipulate non-tariff measures for importation, as well as establish and improve the trade-related policy implementation system for technical trade. We shall fully implement the national-level preferential policies relating to the enterprises' expenses and the relevant measures of lowering the duty rates on some of the imported goods, strictly carry out the mechanism of publicizing the relevant fee-charging items, and cancel the unreasonable fee-charging relating to importation to further regulate the fee-charging behavior. We shall also pay special attention to the policy implementation work relating to duty-free stores and the expansion of the scale of duty-free importation. 　　(2) Strengthening importation-related financial services. We shall support policy banks (non-commercial banks) to allocate credit fund to support the importation of advanced technical equipment and mass commodities in short supply, with reasonable interest rates. We shall support commercial banks to conduct the business of import credit, develop importation-related trade financing, and enhance the financial-level support for the relevant enterprises in importing technologies and products in the national-level import encouragement list. We shall actively offer insurance products and services suitable to the importing needs of the relevant enterprises, as well as insurance services to the enterprises' domestic sales of imported goods to facilitate the whole selling process of them. We shall also further give convenience to the registration and management of import payment lists, and further simplify the formalities relating to import-related payment of enterprises for the relevant banks. 　　(3) Giving full play to the role of bonded trade. We shall give full play to the functions of Shenyang Comprehensive Bonded Area, Dalian Bonded Area, Dalian Bonded Port Area, Dalian Export Processing Zone and bonded logistic centers in Yingkou, Panjin and Tieling to encourage the relevant enterprises to establish and improve the services of purchasing, distribution, logistics and delivery, exhibition and trade, R&D, and manufacturing in customs special supervision zones, bonded logistic centers and bonded warehouses, to conduct simple circulatory processing and other value-added services, and to expand the scale of commodity importation and storage through the development of the above bonded supervision units. 　　(4) Enhancing the capacity of port importation service. We shall strengthen the service capacity of the designated inspection and quarantine service ports of Shenyang Taoxian International Airport, Dalian Zhoushuizi International Airport, Dalian Dayaowan Port, Yingkou Bayuquan Port and Jinzhou Port in importing grain, fruits, meat, and aquatic products, to optimize the relevant importation service. We shall also adopt a fast-speed inspection and customs clearance mechanism by using professional high-level facilities to offer convenience to the importation of the relevant commodities, and enhance the influencing and service capacity of the above ports. 　　(5) Improving the level of trade convenience. We shall accelerate the process of establishing the "one-stop service" for the relevant items of international trade to reach the national-level standards. We shall also adopt the system of AEO to realize the international-level mutual authentication of inspection reports and the relevant certificates. (Responsible departments: Dalian Customs, Shenyang Customs, Department of Commerce of Liaoning Province) 

　　(6) Strengthening the construction of business operation environment. We shall carefully implement "Regulations of Optimizing Business Operation Environment of Liaoning Province" to further strengthen the construction of credit system for foreign trade and the protection of intellectual property rights. We shall enhance public services such as policy introduction, information publicity and business consultation, etc. We shall improve the early-warning mechanism for imported commodities, and monitor and analyze the influence of the change in international economic development and the abnormal import-related situation upon the industrial structure and the relevant business of the province. We shall also promote the construction of quality tracing system for imported consumer goods with the recalling system of low-quality and defective imported consumer goods as the core, establish and improve the complaint platform for the quality security of imported consumer goods, and immediately solve the import-related problems of the enterprises according to the relevant laws and regulations.
