An Overview of Development Zones in Liaoning Province
At present, Liaoning Province boasts a total of 107 development zones at or above the provincial level, including economic development zones and high-tech industrial zones. Among the 107 zones, 96 economic development zones comprise 11 national ones and 85 provincial ones, and 19 high-tech industrial zones comprise 8 national ones and 11 provincial ones. Among the 107 zones, 8 development zones administered under the same institutional framework function as both economic development zones and high-tech industrial zones.
As regards economic development zones, Liaoning Province boasts a total of 96 economic development zones at or above the provincial level, including 11 national ones and 85 provincial ones. They are located in 14 cities across Liaoning Province and Shenfu Reform and Innovation Demonstration Zone. Among the 100 counties (cities, districts) in Liaoning Province, 82 boast economic development zones at or above the provincial level. Their locations are as follows: 12 in Shenyang, 8 in Dalian, 8 in Anshan, 3 in Fushun, 7 in Benxi, 8 in Dandong, 6 in Jinzhou, 8 in Yingkou, 7 in Fuxin, 4 in Liaoyang, 8 in Tieling, 6 in Chaoyang, 5 in Panjin, 5 in Huludao, and 1 in Shenfu Reform and Innovation Demonstration Zone.
In Liaoning Province, except Dalian Free Trade Zone, the other bonded zones as well as chemical industrial parks are one of the sub-functional areas within the development zones. They are under the management of the administrative committees of the corresponding development zones.
In 2024, the economic development zones in Liaoning Province steadily advanced the reform of "One Zone, One Policy" to enhance the quality and efficiency of development. Their growth rates of major economic indicators continued to exceed the average of Liaoning Province. Notedly, Shenyang Financial and Trade Development Zone was approved as the national economic and technological development zone. In addition, as a representative from Northeast China, Shenyang Economic and Technological Development Zone delivered a seminal speech at the symposium of the 40th Anniversary of the National Economic and Technological Development Zones.
