1.Introduction to Liaoning FTZ
With a total planning area of 119.89km², Liaoning FTZ is composed of 3 areas, namely, Dalian Area of 59.96 km² with Dayao and Xiaoyao Bays as the core, Shenyang Area of 29.97 km² with Hunnan New District (Taoxian Airport) as the core, and Yingkou Area of 29.96 km² with Yingkou high-tech zone as the core.
2.Strategic Positioning
Liaoning FTZ fully implements the requirements by the Central Government to accelerate the reform of market-oriented system and mechanism and promote structural adjustment. At the same time, the FTZ spares no efforts to generate strong momentum to significantly enhance the comprehensive competitiveness of the old industrial base and advance its high-standard opening up.
3.Development Goals
In the coming three to five years, Liaoning FTZ will ramp up efforts to advance reform and make exploration. The FTZ will establish a new system of open economy, foster an international and business-friendly environment, and develop an institutional innovation mechanism that complies with global trade rules. Also, The FTZ aims to set up a pilot zone featuring high-end industrial clusters, investment and trade facilitation, sound financial services, efficient and convenient supervision, and a well-regulated law-based environment. To this end, the FTZ will function as a demonstration zone to propel the transformation and upgrading of economic development in Northeast China, and enhance overall competitiveness of the old industrial bases in Northeast China.
4.Functional Positioning
Shenyang Area of China (Liaoning) Pilot Free Trade Zone will prioritize the development of advanced manufacturing sectors, such as equipment manufacturing, automotives and auto parts, aviation equipment, and modern service industries that include finance, science and technology, and logistics. Shenyang Area will intensify efforts to elevate the development level of the national-level demonstration city for new industries and the scientific and technological innovation center in Northeast China, and to build an advanced equipment manufacturing base with international competitive edges.
Dalian Area of China (Liaoning) Pilot Free Trade Zone will concentrate on the development of port, shipping, logistics, financial trade, advanced equipment manufacturing, high and new technology, circular economy, shipping services and other industries. Dalian Area will step up efforts to build an international shipping center in Northeast Asia and an international logistics center, and thus establish a strategic vantage point for opening-up and cooperation in Northeast Asia.
Yingkou Area of China (Liaoning) Pilot Free Trade Zone will center on the development of modern service industries, such as trade logistics, cross-border e-commerce and finance, and strategic emerging industries that include new generation information technology and high-end equipment manufacturing. Yingkou Area will redouble efforts to build a regional international logistics center, a high-end equipment manufacturing base, a high-tech industrial base, and an important hub for the international sea-rail intermodal transport corridor.
