Overview of Shenyang-Fushun Reform and Innovation Demonstration Zone
In 2016, with the objective of expediting the co-urbanization process between Shenyang and Fushun cities, the provincial party committee and government meticulously restructured the urban landscape of the Shenfu New City, which had been operating independently in Shenyang and Fushun. A 171-square-kilometer area was designated as the Shenfu New Development Zone. In November of the same year, the State Commission Office of Public Sectors Reform (SCOPSR) sanctioned the inclusion of the Shenfu New Development Zone Administration Committee within the provincial Development and Reform Commission. Subsequently, in April 2017, the provincial party committee and government initiated the establishment of the Shenfu Demonstration Zone. In September 2018, the State Council endorsed the Construction Plan for the Shenfu Reform and Innovation Demonstration Zone (Construction Plan). In February 2019, the Shenfu New Development Zone formalized a trusteeship agreement with the Hunnan District of Shenyang, assuming administrative responsibilities for its Wangjia and Shenjingzi streets. In April 2020, a similar trusteeship agreement was reached with the Fushun Municipal Government, authorizing the Shenfu New Development Zone to oversee its Lishi Street, Lagu Township, and Gaowan Economic Zone. Consequently, the area under the trusteeship of the Shenfu New Development Zone expanded from the initially designated 171 square kilometers to 285 square kilometers, encompassing three streets, one township, and one economic zone, along with 48 administrative villages, 20 communities, and a permanent population of approximately 172,000. On April 28, 2020, the SCOPSR gave its approval for the establishment of the Communist Party of China Working Committee and the Administrative Committee of the Shenfu Reform and Innovation Demonstration Zone in Liaoning Province (referred to as CPCWC and CPCAC). Both bodies operate as agencies dispatched by the provincial party committee and government, holding a rank equivalent to a department level. This milestone signified the successful culmination of the primary transitional phase of the Shenfu New Development Zone towards becoming the Shenfu Reform and Innovation Demonstration Zone.
Since its inception, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and in accordance with the significant speeches and directives of General Secretary Xi Jinping pertaining to the revitalization and development of Northeast China and Liaoning Province, the CPCWC and CPCAC have been steadfast in their commitment to the mission outlined in the Construction Plan under the leadership of the Provincial Party Committee and Government. This mission seeks to establish the Shenfu Demonstration Zone in Northeast China as a pioneer zone for reform and opening up, a model zone for enhancing the investment and business environment, a leading zone for innovation-driven development, and a new engine for the rejuvenation and development of Liaoning Province (referred to as the "Three Zones and One Engine"). Diligent efforts have been directed towards advancing institutional and systemic reforms, fostering technological innovation, promoting openness and innovation, building an innovative industrial ecosystem, and facilitating green development, resulting in notable achievements in these spheres.
In 2023, under the guidance of the Three-Year Action Plan for the Revitalization of Northeast China and Liaoning Province, the Shenfu Demonstration Zone achieved a significant breakthrough in the "Liaoshen Campaign" of the new era. Notable progress was made in reform and innovation, exemplified by the commencement of construction at the Shenfu Science and Technology Innovation Park, along with impressive growth rates of 25.3% in high-tech enterprises and 16.8% in technology-oriented small and medium-sized enterprises. Additionally, there was a remarkable surge of 32.2% in registered technology contracts. Thirty reform and innovation measures were implemented, with ten achievements recommended for provincial institutional innovation awards.
The industrial development witnessed significant breakthrough, particularly in the growth of three leading sectors: high-end equipment manufacturing, life sciences, health, and new materials. The concerted efforts to foster modern service industries and the next generation of information technology industries led to the initiation of numerous high-quality industrial projects. Throughout the year, a total of 186 projects commenced or resumed construction, including 116 projects with investments exceeding 100 million yuan. Furthermore, 120 key investment promotion projects were prioritized, with 68 projects already signed. A notable transformation in the business environment was realized, underpinned by principles of self-reliance, legal compliance, and efficient service delivery. Innovative initiatives such as the "Clean Governance Campaign" were instrumental in enhancing the business landscape, resulting in the nationwide recognition of the Demonstration Zone Administrative Committee as an exemplary organization for the high-quality development of the business environment.
Substantial strides were also evident in economic development, as indicated by positive trends in key economic indicators: a 6% increase in regional GDP, a 10.4% surge in fixed asset investment, a 6.8% rise in industrial added value of large-scale enterprises, and a notable 14% expansion in general public budget revenue, inclusive of a remarkable 24% growth in tax revenue.
Currently, in alignment with our province's goal of establishing the "Six Zones" in the new era and guided by the mission of the "Three Zones and One Engine," the Shenfu Demonstration Zone is dedicated to establishing itself as a regional innovation hub. This commitment involves the construction of the Shenfu Science and Technology Innovation Park to rigorous standards and the high-quality advancement of our three leading industries. We are determined to assume a leading role in Liaoning's comprehensive revitalization endeavors and to spearhead initiatives for high-quality development. These pragmatic actions position us as a pivotal force in contributing to the success of the pivotal campaign in the decisive year of the Three-Year Action Plan, aiming to achieve significant breakthroughs in Liaoning’s revitalization.
