  An Introductory Overview of Chaoyang City

  Chaoyang City, nestled in the western part of Liaoning Province, serves as a pivotal junction connecting Hebei, Inner Mongolia, and Liaoning provinces, linking Liaoning's central urban agglomerations to the east. To the west, it shares borders with the Beijing-Tianjin-Hebei Economic Zone, while to the south, it commands views over the Bohai Sea, and to the north, it neighbors the vast hinterlands of Inner Mongolia. Covering an administrative expanse of 19,700 square kilometers and hosting a permanent population of 2.798 million residents, the city encompasses 2 districts, 3 counties, and 2 subordinate cities.

  Chaoyang is actively building itself as a strategic pioneer zone for integrating into the Beijing-Tianjin-Hebei region and as a demonstration area for industrial transfer. The city is dedicated to becoming a high-level hub for leveraging technological innovation, a key provider of clean energy, and a center for new materials and modern metallurgical industries. Additionally, it aims to emerge as a leading source of high-quality green agricultural products and a unique destination for leisure tourism. Envisioned as a crucial node for cooperation in Northeast Asia, Chaoyang is dedicated to transforming into a modern open city around Beijing-Tianjin-Hebei region, transitioning into a modern, open city characterized by innovation, digitalization, and intelligence. Moreover, it aspires to be a livable city known for its green, low-carbon, civilized, and aesthetically pleasing environment.

  Chaoyang boasts significant advantages in terms of its location and transportation. Positioned at the convergence of three provinces, it serves as a vital link connecting the Beijing-Tianjin-Hebei region with Northeast China. It facilitates seamless connections to Russia and Mongolia, as well as convenient access to Japan and Korea via sea routes. With three expressways traversing its terrain and nine railways, including the Beijing-Shenyang, Kazuo-Chifeng, and Chaoyang-Lingyuan high-speed railways, it has seamlessly integrated into the "2-hour economic circle" of Beijing, Shenyang, and Dalian. Moreover, it is conveniently located just around a hundred kilometers away from Jinzhou Port and Huludao Port. Additionally, Chaoyang Airport offers flights to Shanghai, Tianjin, and other key destinations.

  The city boasts abundant resources and a distinctive climate. Encompassing nearly one-seventh of the province's land area, it has uncovered 53 types of valuable minerals spanning over 830 sites, with confirmed reserves of 46 types, including manganese, which tops the province's reserves. With wind power utilization hours ranging from approximately 2800 to 3200 annually and photovoltaic utilization hours from around 1500 to 1800, the potential development capacity for wind and photovoltaic power can soar up to 97 million kilowatts. Its new energy installed capacity, installation ratio, and annual power generation rank among the province's highest. As of February 2024, the city's wind and photovoltaic installed capacity has surged to 5.2614 million kilowatts.

  Benefitting from extended sunshine hours and significant diurnal temperature fluctuations, Chaoyang yields premium agricultural products. Boasting a facility agriculture area of 640,000 mu, it commands a prominent position nationwide and leads the province in scale. Renowned for its clean and “green” vegetables and agricultural products, Chaoyang exports its bounty both domestically and internationally, with fresh-cut flower production and sales securing the second spot nationwide. Additionally, Chaoyang stands as a major producer of buckwheat, millet, red beans, and green beans. Its livestock production, including cattle, sheep, and rabbits, ranks first in Liaoning Province.

  Chaoyang boasts a resilient industrial foundation and a dynamic drive towards industrialization. It has cultivated a comprehensive and increasingly sophisticated industrial ecosystem, home to renowned enterprises such as Lingyuan Iron & Steel, Chaoyang Long March Tyre, Aerospace Changfeng Power Source Company, Chaoyang Iron & Steel Company (a subsidiary of Ansteel Group), and Huaxing Wanda Tire, all of which have garnered recognition both domestically and internationally. The city is actively fostering the development of 14 major industrial clusters, spanning modern steel and metallurgical industries, vanadium-titanium-molybdenum-zirconium industries, bentonite clay and purple pottery construction materials industries, deep processing of green agricultural products industries, automotive and parts industries, clean energy industries, electronic information industries, energy conservation and environmental protection industries, aviation industries, robotics and unmanned aerial vehicle industries, digital economy industries, power equipment industries, fine chemical industries, as well as biopharmaceuticals and advanced medical equipment industries.

  Chaoyang carries a legacy of rich history and profound cultural heritage. Five thousand years ago, the Hongshan people established clans in this region. During the Eastern Jin Dynasty and the Sixteen Kingdoms period, it served as the capital of Former Yan, Later Yan, and Northern Yan Kingdoms. The Hongshan culture, fossil culture, and Three Yan culture are exceptionally rare and distinctive, garnering attention both nationally and globally. The red culture, in particular, radiates a unique charm.

  Investment Costs in Chaoyang

  Land prices (in ten thousand yuan per mu): Industrial land in the main urban area is priced at no less than 16.8 million yuan per mu, while commercial land in the main urban area ranges from 400,000 to 1.46 million yuan per mu. Suburban land is priced at 800,000 yuan per mu. Subsidies can be enjoyed after the land is purchased, contingent upon the scale of investment.

  Water prices: Non-residential water in the main urban area is priced at 6.71 yuan per cubic meter, which includes a sewage treatment fee of 1.4 yuan per cubic meter.

  Gas prices: Non-residential gas prices in the main urban area of 2023 are subject to market regulation, with rates varying from 3.45 to 4 yuan per cubic meter depending on the nature of the user and usage volume.

  Subsidies for land prices in subordinate counties (cities) can be availed after the land is purchased based on fixed asset investment and per-mu effectiveness.
