An Introductory Overview of LiaoyangCity
Located in the hinterland of the Liaodong Peninsula, Liaoyang is one of the fourteen prefecture-level cities in LiaoningProvince, sprawling across a vast expanse of 4,736 square kilometers. Within its borders lie two counties, Liaoyang County and DengtaCity, along with five districts: Baita, Wensheng, Hongwei, Gongchangling, and Taizihe. The city boasts a vibrant population of 1.53 million.
Liaoyang is celebrated as a beacon of national historical and cultural significance, earning its stripes as a national forest city.
Liaoyang boasts exceptional location. Positioned at the core of the Shenyang Modern Metropolitan Circle, with a population of 22 million, the city enjoys a strategic location: just 330 kilometers from Dalian Port, 160 kilometers from Bayuquan Port, and a mere 60 kilometers from Shenyang Taoxian International Airport. Enhanced by an extensive network of highways and railways, transportation in Liaoyang is exceptionally convenient.
Liaoyang boasts a profound cultural and historical heritage. Formerly known as "Xiangping," it stands as the oldest city with a history of over 2300 years in Northeast China. In 2020, it was designated as the 135th national historical and cultural city nationwide and the 2nd in LiaoningProvince. Liaoyang is a treasure trove of culture and history, being the ancestral home of Cao Xueqin, the author of Dream of the Red Chamber (one of the four great classical novels of Chinese literature), and Wang Erlie, the compiler of the Complete Library of the Four Treasuries (a renowned Chinese encyclopedia commissioned by Qianlong Emperor). It is also home to the Liaoyang White Pagoda, one of the tallest brick pagodas in Northeast China and one of China's six tallest pagodas. Additionally, Liaoyang boasts the ruins of Dongjing City, the capital established during the Qing Dynasty's unification of Northeast China.
Liaoyang is uniquely endowed with abundant resources. It has identified 44 types of mineral deposits, 27 of which have already been developed. The city boasts plentiful reserves of coal, iron, limestone, magnesite, graphite, and various other minerals. Particularly noteworthy is its rich mineral spring resources, with water temperatures consistently ranging between 60-72 degrees Celsius throughout the year. These mineral springs contain over 20 beneficial elements, including radon and fluoride.
Furthermore, Liaoyang is blessed with ample water resources, with 130 rivers forming the Taizi River and HunRiver water systems. The average total water resources amount to an impressive 11.6 billion cubic meters.
Liaoyang boasts a robust industrial foundation, with its highly modernized agricultural sector recognized as a national demonstration zone for modern agriculture. It serves as a key national hub for the production of chemical and synthetic fiber materials, thanks to its diverse range of industries. The well-developed service sector further enhances Liaoyang's appeal as an excellent tourism destination in China.
In recent years, Liaoyang has placed a strong emphasis on high-quality development, accelerating efforts in three key areas of structural adjustment. The city is actively constructing a modern industrial system, with a strategic focus on establishing five distinct industrial clusters.
Aromatic hydrocarbons, olefins, and fine chemical industrial clusters. Leveraging the Liaoyang High-tech Industrial Development Zone and the DengtaDailyChemicalIndustryPark, we are actively supporting leading enterprises in strategies aimed at "reducing petroleum production while increasing chemical and specialty products production." Our focus lies in promoting the expansion, complementation, and fortification of the aromatic hydrocarbons and olefins industries. We strive to elevate the local utilization rate of petrochemical main and by-products while propelling these industries towards the high-end of the value chain.
Metal deep processing industrial cluster. In the steel sector, with a focus on high-quality special steels and section steels, we aim to support the downstream expansion of the steel industry. Our emphasis lies in six key products: rolled strips, high-quality bars and rods, twisted steels, high-quality and high-alloy steels, pipes, and section bars. Within the aluminum alloy sector, we prioritize advancements in aluminum extrusion and deep processing technologies, extending the industry chain to foster high-end, lightweight, and diversified development. In the copper material sector, our goal is to enhance copper rolled strips production while expediting the development of downstream lead frames, high-end components, and other copper-based electronic materials. In the magnesium material sector, our focus centers on deep processing and new materials, including projects related to light-burned magnesium oxide and downstream magnesium-based construction and chemical materials.
Smart equipment manufacturing and automotive parts industry clusters. Leveraging Liaoyang Economic Development Zone and Shoushan Economic and Technological Development Zone as strategic platforms, we endeavor to enhance the production of complete sets of equipment, including construction-specific equipment, petrochemical equipment, and power transmission and transformation equipment. Our objective is to establish a prominent automotive parts production base in Northeast China.
Environmental-friendly construction material industrial cluster. By promoting the digitalization, environmental-friendly, and smart transformation of the mining industry, our aim is to establish several distinctive environmental-friendly mining pilot demonstration projects to enhance Liaoyang’s intensive production capabilities. We will incentivize iron ore enterprises to develop environmentally friendly mines and facilitate the integration of magnesite mines. Furthermore, we will provide guidance to leading cement enterprises to innovate second-generation new dry-process cement production technologies, enabling the production of high-quality hardening cement, high-strength cement, white cement, special engineering materials, and prefabricated concrete components. Additionally, we will actively promote the construction of environmental-friendly prefabricated construction industrial bases, with the goal of establishing Liaoyang as both a national and provincial-level demonstration base for assembly-type structures.
Consumer goods industry cluster. Drawing on the distinct textile industry clusters like Tong'erpu, renowned as the "City of Leather Furs," and notable sock towns such as Xiaobeihe, Liu'erpu, and Shaling, our aim is to expand the industrial chains of leather and fur garments, socks, footwear, and home textiles. This expansion will lead to increased industrial scale. We will guide enterprises to enhance their design capabilities and upgrade their equipment, processe, and technique to foster renowned brands. These efforts will result in improved quality and added value.
Liaoyang cherishes commerce, integrity, and commitment. With a profound commercial heritage, Liaoyang has consistently respected, valued, embraced, and supported businesses. This tradition has driven the rapid growth of the private economy, with over 90% of companies operating in the private sector. Recognized as a model city for private economy development and reform in Northeast China, Liaoyang is dedicated to fostering a business-friendly environment characterized by convenience, adherence to the rule of law, competitive cost advantages, and a livable environment.
Building upon a foundation of national, provincial, and municipal policies focused on tax and fee reduction, and investment incentives, Liaoyang provides enterprises with streamlined, efficient, and comprehensive "one-stop" and "concierge-style" services. The city is committed to establishing itself as a hub for policy innovation, exemplary service delivery, and entrepreneurial innovation, thereby facilitating the growth of enterprises. This commitment ensures that Liaoyang remains an attractive destination for investment, enabling businesses to thrive and prosper.
