An Introductory Overview of AnshanCity
Anshan, the third-largest city in LiaoningProvince, covers an area of over 9,255 square kilometers. It is home to a permanent population of 3.306 million with an urbanization rate of 75.81%. Situated at the geometric center of Liaoning Province, the city is conveniently located 80 kilometers from Xiantao International Airport, 100 kilometers from Yingkou Port, and 270 kilometers from DalianPort. It possesses the second-largest railway marshalling yard in Northeast China, and its airport provides direct flights to cities such as Shanghai, Jinan, and Chengdu.
It holds the distinction of being recognized as a Nationally Recognized Civilized City, a Nationally Recognized Clean City, a National Forest City, a National Garden City, and a ChinaExcellentTouristCity. Additionally, it serves as a demonstration city for reforming and developing the private economy in the revitalization of Northeast China. Anshan is also the first city in Northeast China designated as a demonstration city for its national social credit system construction.
Anshan is renowned for its abundant mineral resources. The city has identified reserves of 34 types of minerals, with 28 already being exploited. Notably, its iron ore reserves are enormous, with proven reserves of 9 billion tons and prospective reserves of 20 billion tons. Anshan holds the top position nationwide in terms of magnesite ore reserves and accounts for 17.05% of the national reserves of talc ore. Furthermore, it leads the province in reserves of jade and limestone.
Anshan boasts a strong industrial foundation, earning acclaim as the cradle of China’s steel industry and is hailed as the "Steel City of China". Anshan Iron and Steel Group (Ansteel), the first large-scale steel enterprise after new China's founding, has transformed into a powerhouse, ranking second domestically and third globally in the steel sector. Presently, Anshan hosts well-developed traditional industries such as steel and its deep processing, magnesite, equipment manufacturing, and fine chemicals, along with burgeoning emerging industries like power transmission & transformation equipment, magnetic power, and new energy batteries.
Anshan presents an array of captivating tourist attractions. Qianshan, acclaimed as the "Premier Mountain of Eastern Liaoning Province," stands as a national 5A-level tourist destination. The JadeBuddhaTemple, designated as one of the first national 4A-level tourist spots, showcases the world's largest jade Buddha, meticulously carved from over 260 tons of natural jade. Additionally, the Tanggangzi Hot Spring Rehabilitation Center is one of the four rehabilitation centers in China, renowned for its natural hot mineral mud, hailed as the "Supreme Mud of Asia."
Investment attraction priorities
In alignment with the speeches and instructions of General Secretary Xi Jinping on revitalizing Northeast China and Liaoning Province, Anshan has adopted an industrial positioning strategy termed "eight plus one plus four" to guide its investment attraction drive.
Among them, “Eight” refers to the development of eight leading industrial clusters.
1. Iron & steel and their deep processing industrial cluster
Anshan is driving the upgrade of steel enterprises' equipment to enhance the capabilities of steel smelting. Additionally, we aims to promote the expansion of deep processing industry by attracting enterprises specializing in plate, section, wire, pipe, and other products, with the ultimate goal of establishing Anshan as a national-level comprehensive steel industrial base.
2. Iron ore industrial cluster
Aligned with the national "Cornerstone Plan of Iron Ore," Anshan is bolstering its strategic security on iron ore reserve. This entails propelling the development of iron ore, fostering technological innovation in iron ore mining, expanding the value chain of iron ore production services, and transforming Anshan into a national ore reserve base.
3. Magnesium industrial cluster
Leveraging its abundant magnesite resources, Anshan is enhancing both the mining industry and the magnesium refractory materials sector. Furthermore, we endeavor to drive the expansion of magnesium-based construction materials industry and bridge gaps in the magnesium chemical industry. Additionally, Anshan seeks to foster the establishment of magnesium-based new materials and magnesite equipment industries, with the objective of building Anshan into a world-class magnesite industrial base.
4. Equipment manufacturing industrial cluster
Harnessing its abundant raw materials, huge local market potential, robust industrial foundation, and technological prowess, Anshan is driving growth and addressing gaps in the mining and metallurgy, as well as energy-saving equipment sectors. Furthermore, initiatives are underway to strengthen the power equipment, specialized vehicles, and components industries, with the goal of building Anshan as a pivotal hub for equipment manufacturing in Northeast China.
5. Consumer goods industrial cluster
Anshan is establishing itself as a leading consumer goods hub in LiaoningProvince, with a market value reaching hundreds of billions. This goal is pursued by attracting enterprises in livestock and poultry processing, fruit and vegetable processing, and beverages industries to strengthen the food industry. Additionally, we aim to stimulate the growth of the textile and clothing industry through the Xiliu Clothing Market in Haicheng City, Liaoning Province, focusing on the creation of a textile and clothing industrial cluster worth tens of billions. Furthermore, we seek to drive the expansion of the recycled paper industry by leveraging the Recycled Paper Industry Park in AnshanCity.
6. Fine chemical industrial cluster
Utilizing the abundant coke oven gas resources of Ansteel, we are driving the expansion of the coal tar deep processing industry. Furthermore, we will leverage Anshan's OrganicNewFineMaterialChemicalIndustryPark to promote the development of the high-end chemical additives industry. Our objective is to establish an industrial cluster for high-performance chemical additives characterized by comprehensive varieties and reliable safety. Additionally, by capitalizing on the proximity to Panjin City, a petrochemical products base in LiaoningProvince, we are committed to attracting downstream enterprises to facilitate the establishment of the fine petrochemicals industry.
7. New energy industrial cluster
Anshan is establishing a comprehensive energy system. We seek to attract complementary enterprises in the wind power, photovoltaic, and pumped-storage industries to address the gaps in Anshan's energy equipment industry and enhance the integrity of new energy sectors. Additionally, we aim to advance the expansion of the energy storage industrial chain, thereby establishing Northeast China's largest demonstration base of energy storage battery industrial chain. Moreover, we endeavor to leverage Ansteel's by-product hydrogen to foster the establishment of the hydrogen industry, with the objective of creating a comprehensive hydrogen industrial chain encompassing production, storage, transportation, and utilization.
8. Comprehensive resource utilization industrial cluster
Anshan is propelling comprehensive utilization of industrial solid waste, with a goal of establishing a national-level base for the comprehensive utilization of industrial resources. Additionally, we aim to accelerate the establishment of a waste recycling system, promote the comprehensive utilization of renewable resources, and establish a significant renewable resources industrial cluster in the Northeast region, thereby advancing the development of a modern urban resource utilization system.
Anshan is fostering the growth of the artificial intelligence industry. Moreover, we aim to accelerate the digital transformation of traditional industries and drive the growth of digital economy, thereby strengthening the industrial Internet sector. Furthermore, we seek to advance the optoelectronic display and optical communication industry. Additionally, we will facilitate the deep integration of the Internet, big data, artificial intelligence, and the real economy, moving Anshan's industries towards the middle and high end of the global value chain.
1. Culture, sports and tourism industrial cluster
Leveraging Anshan's rich heritage of traditional, industrial, sports, and ice and snow cultures, we prioritize the industrial chains that combine the elements of culture, sports, and tourism. Accordingly, our focus is on attracting enterprises and projects associated with cultural tourism operations, cultural creativity, smart tourism, the internet celebrity economy, and the sports economy.
2. Modern agricultural industrial cluster
We are driving the expansion of industrial chains in rice, livestock, vegetables, fisheries, Nanguo pear, edible fungi, and flower industries. This entails encouraging social capital to engage in the construction of agricultural infrastructure and industrial facilities, fostering the integrated development of primary, secondary, and tertiary industries.
3. Modern Service industrial Clusters
We are driving rapid growth in the retail, wholesale, e-commerce, foreign trade comprehensive service platforms, and commercial logistics sectors. We seek to cultivate partnerships between renowned e-commerce platforms and Anshan's traditional and unique industries. Additionally, we are encouraging cross-border e-commerce enterprises to engage in cross-border business operations within Anshan.
4. Digital industrial Cluster
We prioritize the attraction of innovative digital enterprises, service-oriented physical platforms, and outcome-driven teams to expedite the development of a digital ecosystem. Our objective is to attract leading enterprises to establish regional centers, regional headquarters, and functional branches, thus fostering the creation of distinctive buildings and incubators focused on the digital economy.
