On June 6, 2025, the Liaoning Department of Commerce once again joined hands with AmCham China to co-host the Exchange Symposium at the Friendship Hotel. The Symposium actively unveiled the new achievements in current revitalization and development of Liaoning as well as the new opportunities in its opening-up. The Symposium also aimed to continuously expand cooperation between Liaoning and the United States in fields such as manufacturing, pharmaceuticals, chemicals, and infrastructure. The Symposium was chaired by Cui Changzheng, Deputy Secretary General of the People’s Government of Liaoning Province.
At the Symposium, Michael Hart, President of AmCham China, and representatives from 16 enterprises including Air Products, Otis Elevator, Johnson & Johnson, GE Healthcare, and PwC, delivered their speeches. They highlighted that the remarkable achievements of Liaoning’s three-year action plan for revitalization and new breakthroughs in all aspects are highly impressive. They also emphasized that foreign-funded enterprises’ confidence has been boosted to grow businesses in Liaoning owing to continuously improved business environment and significantly enhanced efficiency in enterprise services. More importantly, they expressed eagerness to deepen their commitment to the Liaoning market in the hope of launching more pragmatic cooperation with Liaoning’s local enterprises and jointly driving the high-quality economic development of Liaoning.
At the Symposium, Deputy Secretary General Cui Changzheng stated that exchanges and cooperation among the enterprises serve as a vital driving force for China-US interaction. Over the years, Liaoning has attached great importance to economic and trade cooperation with the United States. At the 2025 Liaoning Enterprises Convention, five US-funded enterprises were among the 40 foreign-funded enterprises awarded the title of "Outstanding Contribution Enterprises in the Crucial Year of Liaoning's Three-Year Action Plan for Revitalization and New Breakthroughs in All Respects". This fully demonstrates that the CPC Liaoning Provincial Committee and the People’s Government of Liaoning Province recognized and acknowledged the contributions made by the US-funded enterprises. As Liaoning accelerates the development of new quality productive forces and continuously elevates its opening-up and cooperation level, Liaoning will offer an even more favorable environment for foreign-funded enterprises, including those from the United States. It is hoped that US-funded enterprises will further strength their confidence and resolve to develop in Liaoning, and constantly expand cooperation with Liaoning in both scope and depth to achieve win-win outcomes. AmCham China is also expected to fully leverage its role, as a bridge between enterprises and the government, in organizing regular exchange symposiums with Liaoning to assist enterprises in flourishing and promoting their business. Meanwhile, AmCham China is anticipated to lead more enterprises to visit Liaoning, invest and do business in Liaoning, and participate in Liaoning’s flagship events like the China Liaoning International Fair for Investment and Trade and the Liaoning International Ice-and-Snow Economy Conference. Therefore, US enterprises will pinpoint collaboration opportunities, scale up investment and strategic layout, and generate more high-value cooperation outcomes.
The leading officials in charge from seven Liaoning Provincial departments, including the Liaoning Provincial Development and Reform Commission, the Liaoning Provincial Department of Commerce, the Liaoning Provincial Health Commission, the Liaoning Provincial Foreign Affairs Office, the Liaoning Provincial Administration for Market Regulation, the Liaoning Provincial Data Bureau (the Liaoning Provincial Business Environment Development Bureau), and the Liaoning Provincial Health Security Administration, as well as the relevant officials in charge from the Shenyang Municipal Commerce of Bureau, responded to and answered the demands and suggestions put forward by enterprise representatives. These demands and suggestions included setting up foreign-invested medical institutions in Liaoning, participating in the construction of key projects in Liaoning, increasing the procurement rate of local industrial chain supporting products, expanding the layout of pharmaceutical production and sales in Liaoning, and accelerating the market-oriented transformation of innovative achievements. The Symposium became a vibrant arena where enterprises provided positive feedback on the constructive discussions.
