Shan Yi, Vice Governor of Liaoning Province Meets with the Delegation Led by Irene Pauline Bateebe, Permanent Secretary of the Uganda Ministry of Energy and Mineral Development

  On March 27, 2025,Shan Yi, Vice Governor of Liaoning Province, met with the delegation led by Irene Pauline Bateebe, Permanent Secretary of the Uganda Ministry of Energy and Mineral Development. The two sides engaged in discussions on further advancing all-round economic and trade cooperation between Liaoning and Uganda.

  Vice Governor Shan Yi extended a warm welcome to Permanent Secretary Irene Pauline Bateebe and her delegates. Vice Governor Shan Yi noted that in recent years under the strategic vision of the heads of state of China and Uganda, the bilateral relations have become increasingly close. Liaoning and Ugandan local governments have witnessed frequent exchanges and achieved notable outcomes in economic and trade cooperation. Meanwhile, the two-way trade has remained robust. In 2024, Liaoning’s total import and export volume with Uganda reached RMB 220 million, registering a 78.1% year-on-year increase. Liaoning’s enterprises have also actively participated in the infrastructure construction and resource development in Uganda, and thus played an important role in advancing its local industrial upgrading. At present, Liaoning is thoroughly implementing the spirits of President Xi Jinping's crucial instructions and making arduous efforts to carry out the three-year action plan for revitalization and new breakthroughs in all aspects. The economy has registered an increasingly improved performance with good momentum for growth. The GDP of Liaoning has exceeded the national level for eight consecutive quarters. New developments and changes can be seen in all aspects of Liaoning. Before the Spring Festival, President Xi Jinping inspected Liaoning and made a series of important instructions. He expected that Liaoning shall take the lead in achieving revitalization and new breakthroughs of Northeast China in all aspects, and play a greater role in advancing Chinese modernization. Uganda, renowned as the "Pearl of Africa", boasts abundant natural resources and possesses great development potential. Liaoning’s strengths in industrial foundations, scientific and technological edges, and human resources unfold significant opportunities for African countries, including Uganda. It is hoped that in the future, both sides can further enhance cooperation in the development of energy and minerals, expand cooperation in the economic and trade fields, and enhance intergovernmental interactions. It is believed that with the joint efforts between both sides, Liaoning and Uganda will surely achieve even more fruitful results of the cooperation, and make new and greater contributions to fostering the friendly relations between the two countries.

  Permanent Secretary Irene expressed her gratitude for the warm reception by the People's Government of Liaoning Province. She stated that Uganda is rich in natural resources, which are not only crucial for Uganda's industrialization but also serve as key elements in the global energy transition and technological advancement. Liaoning's advantages in heavy industry, mining technology, and equipment manufacturing are highly aligned with Uganda's needs. Uganda will further open its doors to cooperation and sincerely invite enterprises from Liaoning to invest in and cooperate with Uganda. It is hoped that both sides can work hand in hand to transform the potential of natural resources into achievements of prosperity, create jobs, promote innovation, and further deepen the ties between the two sides.
