On February 18, 2025, Pan Shuang, Director-general of Liaoning Department of Commerce, met with the delegation led by Chen Jiaxian, Chief Representative of HKTDC.
Director-general Pan Shuang extended a warm welcome to Chen Jiaxian, the Chief Representative of HKTDC, and his delegation. She highlighted that at present Liaoning is actively forging itself into a pivotal hub for opening-up and cooperation in Northeast Asia, continuously improving the high-standard opening-up, and sustaining a positive economic momentum. Hong Kong stands as the most significant source of foreign investment for Liaoning. The CPC Liaoning Provincial Committee and the People’s Government of Liaoning Province attach great importance to cooperation with Hong Kong. The Liaoning Department of Commerce expects to deepen collaboration in the fields such as low-altitude economy, robotics application, integration of cultural industry and service industry, and innovation of international business models.
Chen Jiaxian acknowledged that Liaoning has a robust foundation in aviation manufacturing sector, shows competitive edge in low-altitude economy, and thus underscores immense growth potential. He sincerely invited Liaoning enterprises to participate in Hong Kong InnoEX to deepen collaboration and exchanges with Hong Kong enterprises in the sci-tech field. He expressed appreciation for Liaoning's rich cultural heritage, particularly its unique Manchu cultural legacy, and proposed to drive the transformation and upgrading of Liaoning’s cultural industry by leveraging cultural IP in a collaborative manner. Both sides will transform cultural resources into creative products and finally enter global markets. Additionally, he highlighted Hong Kong's strengths in financial services and called for enhanced collaboration in key areas such as green bond issuance and cross-border investment and financing to support overseas expansion of Liaoning enterprises.
Li Jun, Deputy Director-general of Liaoning Department of Commerce, and relevant officials from the Division of Foreign Investment Administration, the Division of Foreign Trade Development and the Division of Foreign Trade Promotion of Liaoning Department of Commerce, attended the meeting.
