　　2.开发区简介

　　太平湾合作创新区是招商局集团与辽宁省、大连市合作共建的重点园区，实行央地共建、政企合作独特模式。按照“创新驱动、内外循环、央企抱团、振兴东北”的总思路，打造我国国有企业转型升级创新发展综合试验基地、双循环经济创新发展示范区。大连太平湾合作创新区积极践行“碳达峰、碳中和”国家关键战略，将打造成为国家绿色低碳高质量发展先行区、东北对外开放新前沿。 

　　Taipingwan Cooperation and Innovation Zone jointly built by Liaoning Province, Dalian City and China Merchants Group adopts the unique model of the central-local construction, and government-enterprise corporation. In accordance with the overall idea of innovation-driven development, domestic and foreign circulations, mutual support of central state-owned enterprises and revitalization of the Northeast China, we will build a comprehensive experimental base for transformation, upgrading and innovative development of SOEs, and a demonstration zone for innovative development of dual circulation economy. Actively implement the key national strategy of “carbon peak and carbon neutrality”, we will build the Zone into a pilot zone of green, low-carbon and high-quality development, and a new frontier in the opening up of Northeast China.

　　The leading industries include the advanced manufacturing industry centering on high-end equipment manufacturing, and the Northeast Asian modern service industry centering on comprehensive logistics and digital economy. The commercial projects focus on the development of large equipment, large logistics, big data, health and other emerging industries.
